CACI International Principal Internal Control Analyst in Washington, District Of Columbia
CACI is seeking a Principal Internal Control Analyst to support the PEO IWS Chief Logistician in Washington D.C.
What You’ll Get to Do:
You will be responsible for a wide range of Internal Control functions in support of the PEO Integrated Warfare Systems Chief Logistician.
Be a Subject Matter Expert (SME) in the implementation of the Manager’s Internal Control Program (MICP) which was established by Public Law 97-255, the Federal Managers’ Financial Integrity Act of 1982 (FMFIA) which was enacted to ensure efficient and effective management of government resources to protect against fraud, waste, and abuse.
Review and develop management controls that provide reasonable assurance that: obligations and costs follow applicable laws; funds, property, and other assets are safeguarded against waste, loss, unauthorized use or misappropriation; revenues and expenditures are properly recorded and accounted for; and programs are efficiently and effectively carried out according to applicable law and management policy.
From an internal control perspective, candidate should be able to evaluate the entire property management process and other processes from a NAVSEA Headquarters and PEO IWS perspective down to the Warfare Centers’ Accountable Property Officers (APOs) and Property Custodians.
You should be familiar with the requirements of the Financial Improvement and Audit Readiness (FIAR) requirements and be able to analyze report submissions, analyze corrective action plans (CAPs) submitted by IWS Directorates and Warfare Centers, develop IWS-unique Property Management processes and other processes involving Product Support.
Participate in weekly meetings to assess progress in preparing for, and implementing corrective actions.
The MICP is an integral part of ensuring audit readiness by PEO IWS.
Develop “Best Practices” for use by all IWS managers to facilitate the validation and verification of property entries in the Enterprise Resource Planning (ERP) approved property system of record (APSR) database (for non-ordnance) and the Ordnance Information System (OIS for Ordnance equipment.
Evaluate, and if necessary, improve property management internal controls, enhance controls, and eliminate inefficient controls.
You should be familiar with DODI 5010.40 and the implementation of Internal Controls (ICs) for Property Management throughout the Navy, but specifically in support of the needs of PEO IWS.
Assist in the Internal Controls and associated processes for property, acquisition, contract management, supply chain management and other areas, as required.
Evaluate the entire property management process from a NAVSEA Headquarters perspective down to the Warfare Centers’ Accountable Property Officers (APOs) and Property Custodians.
You’ll Bring These Qualifications:
Active Secret + clearance
A minimum of 9 years’ experience
A background in operations research
Candidate should be an expert in Internal Controls (ICs) and understand the importance of developing effective Internal Controls and the accompanying processes and checkpoints necessary to ensure effective implementation of these Internal Controls.
Experience in developing IC mechanisms, processes, IC management plans, and implementation procedures for both Property and financial controls of property
Subject Matter Expert (SME) in DoD/Navy Property Management and Accountability.
These Qualifications Would be Nice to Have:
Familiarity with the requirements of the Financial Improvement and Audit Readiness (FIAR) requirements and be able to analyze report submissions, analyze corrective action plans (CAPs) submitted by IWS Directorates and Warfare Centers.
