Jacobs National Security Solutions (NSS) is currently seeking a Full-Time IT Project Manager to provide support in the Washington, DC and Reston, VA locations. The Project Manager will be responsible for the overall direction, coordination, execution, and completion of assigned medium to large Information Technology projects at Jacobs federal customer. The Project Manager will manage multiple work streams, resources, ensure consistency with other executing projects. This role will work with security teams, project teams, and the federal client to ensure proper and timely implementation of a suite of security tools and services. Using a combination of management skills and specific security system knowledge, this role will be the primary resource in rolling out many key technologies to the entire agency and contracting staff.

Duties will include:

  • Manage the timelines, resources, and escalation of issues for multiple client related engineering activities

  • Supports the governance and project status review meetings for new IT implementations solutions.

  • Build strong relationships with clients and internal departments to understand the business challenges and opportunities for improvement.

  • Ability to co-manage large sized projects - managing scope, schedule, resources, and risks/issues alongside the senior project managers, directors and partners.

  • Work with cross-functional teams, team leads, technical leads, client side security staff, and senior project managers to support the creation of project management plans and schedules.

  • Work as a change manager to help roll out the policies and procedures Support and train and mentor program staff on processes.

  • Attend regular and ad hoc client meetings to coordinate/monitor customer satisfaction and overall program performance.

Qualifications

UPDATE 11/18/2019: The education qualification previously listed on this requisition has been removed. Due to the implementation of a new internal job code structure, this qualification is no longer required.

  • Bachelor's degree in Business, Project Management or Information System related fields. In lieu of a degree, candidates with 5 years of additional Project Management experience will be considered.

  • Project Management experience; familiarity with a PMP and/or Agile development environment a plus

  • Fundamental project management skills within matrix environment and a solid foundation in business process management, tool design and optimization – excellent understanding of the core competencies: (scope, time, budget, risk, quality, integration, resource management, and communications)

  • PM / Technology policy development / change management experience

  • Strong requirements gathering and documentation experience

  • Expert in collaboration, team building, and customer service.

  • Demonstrated skill running effective meetings and getting buy-in and participation from executive leaders

  • Ability to organize and present reports, create documentation, and track status.

  • Experience working with federal or federal civilian government agencies

  • Facilitate governance and policy development.

  • Strong track record of utilizing the Systems Development Life Cycle (SDLC) for implementation

  • Strong oral and written communication skills across all levels

  • Self-starter and problem solver

Preferred Qualifications:

  • 10 years of progressive experience in the IT/Security field.

  • Bachelor of Science (BS) or Master’s degree in Systems Engineering, business, or related fields.

  • Certifications such as the Certified Information Systems Security Professional (CISSP) or Project Management Professional (PMP).

  • Experience deploying IT Secuirty tools

  • Understanding of FISMA, FedRAMP and NIST standards.

  • Strong presentations skills around complex security topics.

Physical Requirements:

Most work will be done at a desk or computer.

Work Environment:

General Office environment. The work environment is fast-paced and sometimes involves extreme deadline pressures. The nature of the work requires a high degree of teamwork and cooperation with other members of the staff as well as individuals across the Company and Customers. Multiple tasks & duties will need to be accomplished without any single duty falling behind or becoming neglected. Must effectively communicate and be communicated with by other team members. Must be able to represent and speak to current group efforts at any given time.

Equipment & Machines:

General office equipment including PC/laptop, Fax, Copiers, Shredder, Printers, Telephone, and other miscellaneous office equipment.

Attendance:

Attendance is critical at all times. Must be able to work a 40-hour workweek, normally Monday through Friday. However, times and days may vary depending on business requirements. Needs to be available to work overtime during critical peaks and be available to meet last minute requests for overtime should the situation occur.

Must be able to communicate effectively both verbally and in writing

Must take and pass a drug test and background check as well as a motor vehicle records check. Must be a US citizen.
