This is a virtual position. **NOTE: The VA Center for Integrated Healthcare is physically located at the VA Healthcare Network Upstate New York at the Syracuse, NY, as well as the VA Western NY at the Buffalo VA Medical Center. If a candidate is selected from outside the Syracuse or Buffalo, the selected candidate will remain at their present location in a virtual position and the salary will be adjusted to the GS Locality Pay Chart associated with the duty station the selectee is located at.

Responsibilities

The Center for Integrated Healthcare (CIH), a VA Office of Mental Health and Suicide Prevention Center of Excellence located in VISN 2, conducts clinical research studies to evaluate the effectiveness of implementing evidence-informed interventions for behavioral problems that are highly prevalent among Veterans presenting for treatment in primary care clinics. CIH delivers training and implementation programs for clinical staff and health care trainees that focus on the integration of mental and behavioral health services for Veterans in the primary care setting. CIH also works to improve its training methods by developing novel educational and implementation strategies to support provider practice in selected service delivery models. The long-term goal of the CIH is to improve the health of Veterans by enhancing the effectiveness of primary care through increasing integration of mental and behavioral health prevention and treatment services in the national Primary Care Mental Health Integration (PCMHI) program.

The position is located in the CIH offices. The primary purpose of the position is: to 1) provide data collection and program management oversight; 2) actively participate in program development, training, implementation support, and dissemination related to broad national PCMHI initiatives at every health care system; and 3) ensure adherence to program training and implementation management protocols related to full implementation of national PCMHI policies across all 140 healthcare systems.

  • Provides oversight and coordination on complex data management and program evaluation activities associated with the National PCMHI competency training and data gathered from all healthcare systems and every PCMHI provider across the nation.
  • Oversees all phases of data analyses, and oversees a team of health science specialists who develop and maintain project databases.
  • Provides oversight of standardized processes for data collection (initial and on-going), and routine collection, entering, and monitoring of data by a team of Health Science Specialists, including processes for ensuring accuracy and timeliness of all data management activities, including routine data pulls and entry into databases at specified intervals.
  • Coordinates with VISN PCMHI and Facility Lead trainers for follow-up data collection.
  • Creates and implements strategic models for tracking the reach, utilization, impact, as well as other identified key metrics in support of education and implementation field assistance services of CIH.
  • Provides program implementation assistance to locations identified or requesting additional support as assigned. As described about the intensity of the assistance will vary depending on the needs of the site, but may include phone, e-mail, and in-person contacts with routine leadership of implementation planning team meetings as frequently as every week. TO QUALIFY FOR THIS POSITION, YOU MUST FIRST MEET THE BASIC EDUCATION REQUIREMENT:

BASIC EDUCATION: Successful completion of Bachelor's or graduate/higher level degree: major study in an academic field related to the medical field, health sciences or allied sciences appropriate to the work of the position. This degree must be from an educational program from an accrediting body recognized by the U.S. Department of Education at the time the degree was obtained. (TRANSCRIPTS REQUIRED - If you do not submit a copy of your transcript, your application may not be processed.)

AND

This position includes a Selective Placement Factor (skill, knowledge, ability or other worker characteristic basic to - and essential for - satisfactory performance of the job). Selective Placement Factors are a prerequisite to appointment and represent minimum requirements for a position. Applicants who do not meet it are ineligible for further consideration.

The first Selective Placement Factor for this position is:Experience applying scientific methods of health science and organization development (i.e. knows how to evaluate properties of organizational data, do statistical data analyses, and interpret the results using scientific models).

In addition to meeting the Basic Education Requirement and Selective Placement Factors - you must also meet the specialized experience below:

GS-13 SPECIALIZED EXPERIENCE:Possess one year of specialized experience equivalent to the next lower grade level in federal service (GS-12). Specialized experience is experience that has equipped you with the particular knowledge, skills, and abilities (KSA's) to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. Qualifying specialized experience for this position is experience worked as a Health Science Specialist or higher level administrative position or other medical profession for an Education program in a hospital/medical setting; performing complex analytical studies and interpretation of results using quantitative and qualitative methodologies, in coordinating the evaluation of medical/scientific programs and policies, and in recommending improvement for system-wide implementation; possess skills in analytical thinking and solving problems regarding data collection, mining and management, and ability to supervise others; and sufficient skills and competencies in IT tools for planning and tracking of projects and organizing information.
