Position Summary:

The Director, Infrastructure Integrity will conduct integrated risk-based analysis utilizing asset management tools to identify and provide assignment of critical miles of water main which require replacement. The position will also perform root cause analysis and monitor trends related to water main breaks in the District’s service area. Additionally, this position will develop effective business relationships with other utilities, industry contacts and vendors to provide and recommend alternate pipe materials, construction techniques and lining technologies to proactively reduce overall project costs. The Director, Infrastructure Integrity will also coordinate with the District’s Rates and Accounting areas to align forecasted revenues with the five (5) year capital budget for water main replacement. The position will play a key role in the District’s water main replacement initiatives, by providing communication and coordination to internal and external stakeholders and influencing others to support and actively participate in process change, while ensuring proactive and transparent dissemination of information in a timely and effective manner.

Minimum Requirements:

  • Bachelor of Science Degree in Engineering or engineering related field.

  • Three (3) years of experience in an engineering related field; those holding the Fundamentals of Engineering (F.E.) designation may be given preference.

  • Demonstrated success managing short-term and long-range projects/activities, and the daily responsibility for decisions, consequences and results. Includes the ability to engage in regular and continuous decision making which impacts staff, costs and quality of service.

  • Knowledge of the various types of pipe materials and construction techniques utilized for the distribution of water delivery for municipalities.

  • Ability to analyze multiple sources of data to continually and systematically improve workflows, procedures and output quality

  • Strong interpersonal skills to professionally represent the District in all interactions with internal personnel at all levels and external customers, industry and utilities contacts, contractors and vendors.

  • Ability to effectively influence personnel across all business disciplines.

  • Proficient with personal computers, tablets and/or other electronic devices including, but not limited to, enterprise wide software (i.e., SAP) and Microsoft Office Suite (Excel, Outlook, PowerPoint and Word).

  • Ability to learn new or upgraded computer software as required.

  • Professional written and oral communication skills in order to assist internal and external customers professionally, regardless of provocation.

  • Must be willing to attend evening and/or weekend functions.

  • Have and maintain a valid Driver’s License.

  • Knowledge of geographic information systems (GIS) integrated water distribution modeling preferred.

  • Knowledge of Risk Based Asset Management Tools and AWWA Manual M77 preferred.

  • Work is primarily performed in an office setting amid normal conditions of dust, odors, fumes, office lighting and noises, but field visits are required when needed.

Specific Responsibilities:

To effectively contribute to the objectives of the District, the Director, Infrastructure Integrity is accountable and responsible to:

  • Direct detailed research and analysis of historical information related to District water main breaks by collecting pertinent information to include, but not limited to, pipe age, material type, hydraulic modeling, break frequency, soil elements, and seasonal influences.

  • Provide direction and management of a risk-based asset management tool utilizing GIS attributes to identify critical miles of main requiring replacement.

  • Identify customers of high consequence, such as hospitals, rail systems, civic arenas, large volume customers, large employers and integrate location with risk-based management tool.

  • Oversight of bi-monthly meetings to identify, assess and log root cause analysis of water main breaks. Ensure accuracy and input of data in water main break database.

  • Establish information and knowledge sharing with other water utilities to understand their processes for managing water main breaks. Present management with information learned, make recommendations to enhance District processes and participate in the implementation of resulting initiatives.

  • Monitor and investigate with Water Operations and Water Distribution to trend system-wide pressure variations from pump stations, hydrant flushing and valve operation.

  • Investigate and coordinate condition assessment technologies with Engineering to determine physical state of water mains and identify opportunities to extend asset life.

  • Partner with Engineering to utilize hydraulic modeling to trend system-wide pressures fluctuations as well as GIS attributes for predictive risk-based modeling.

  • Review and recommend industry advancements in alternate pipe materials and alternate construction techniques to reduce overall project costs of water main replacement.

  • Present management with recommendations for pilot opportunities using alternate materials, as well as cost reducing technologies to install new water mains.

  • Integrate concepts and recommendations in a coordinated plan for reducing water main breaks in the District service area.

  • Build effective business relationships with American Water Works Association (AWWA) and other water utilities.

  • Handle stresses related to effectively completing the above referenced responsibilities.

  • Fulfill responsibilities common to all supervisory, professional and administrative positions as stated.

  • Understand and comply with all pertinent District Policies and Procedures.

  • Performs a variety of other duties as assigned.
