Due to continued growth, we are currently seeking a Contracts Administrator for our Corporate office in Springfield, Virginia. Contract activity may be non-routine and require development of specialized contract vehicles and techniques to accomplish business goals and objectives. Generally involves independent judgment and analysis of significant issue identification and resolution. May require development of new contract policies and processes or assessment of required deviations from established norm.

NOTE: This is currently not a supervisory position. Through company growth this role will eventually require the ability to supervise and train less experienced contract professionals and to identify and develop contract skills in assigned function.

Major areas of responsibility:

  • Reviewing and execution of all manners of contract documents

  • Contract administration, including requesting, distributing and tracking contracts and subcontracts

  • Responsible for all of the department’s data and document systems

  • Participation in bid and proposal efforts with knowledge in proposal pricing models and analysis • Preparation of presentations, metric reports, dashboards, and other business reports

  • Review and preparation of routine contract documents in accordance with corporate policy to include Nondisclosure agreements, Teaming Agreements, Subcontracts, Consulting Agreements and Contract negotiations

  • Interpret and explain contracts, their terms and their implications

  • Document terms, data and status of projects in associated systems

  • Negotiate and update contracts, their rates and their terms with vendors

  • Draft, edit and verify contracts and their amendments, updating associated schedules

  • Research and document relevant laws, technical needs and any claims or issues that arise from the contracts, process and verify requests for payment, and release final payments

  • Required to closeout contracts and finalize any outstanding issues • Review proposal bid request requirements for unique, unusual, non-standard terms, conditions, and requirements

  • Review, analyze, and pro-actively administer the contract to determine obligations and confirm compliance

  • Identify, research, and analyze applicable contract acquisition regulations, guidelines, and requirements

  • Identify contractual transition and performance risks; write and review contractual sections for bids and proposals

  • Work closely with the corporate program management and business development teams

  • Analyzes significant, and/or unique contract requirements, special provisions, terms and conditions to ensure compliance with appropriate State and Federal laws, regulations, and corporate policies and business unit procedure and communicates results to subordinates

  • Develops negotiation strategy and leads negotiation team on complex contractual issues

  • Analyzes new law, regulation and contract trends for potential impact on business unit goals and objectives

  • Provides authoritative guidance to internal business teams and contract subordinates on corporate goals and objectives relating to contract activity

  • Focal point for all communication with law, finance and business team disciplines for resolution of contract issues and disputes

  • Assists in identification, development and implementation of new contract policy and processes

  • Have a general understanding of the business case and an appreciation of financial/analytical issues and profit and loss implications

REQUIRED QUALIFICATIONS:

  • Bachelor’s Degree in Business or Government Contracting

  • Minimum of 8 years of relevant experience in Contracts Administration

  • Government Contracting certification from accredited college or organization such as NCMA (or 2 additional years of relevant experience in lieu of certification)

  • Vendor Agreements and Vendor Negotiations

  • Ability to draft moderate to complex, non-routine contractual instruments

  • Working to excellent knowledge of corporate policies and procedures, coupled with ability to identify required improvement to established policies and to communicate implementation procedures to others

  • Working to expert knowledge of contracting concepts, FAR, GSA Schedules, Uniform Commercial Code, applicable public contract acquisition law and regulations, and applicable international contract law

  • Microsoft office suite knowledge

  • Excellent analytical, verbal, and written communication skills

  • Good presentation, leadership and management skills

DESIRED QUALIFICATIONS:

  • Working knowledge of the service contract act of 1965

  • Use of independent judgment and creativity applied to resolution of contract issues

  • Excellent internal and external negotiation skills

  • Emerging ability to excel in upper level management environment

  • Extremely organized

  • Ability to manage staff (supervisory experience)
