The individual is responsible for the implementation and ongoing monitoring of first line testing methodology for Non-financial risks among Canadian Bank, Global Operations, International Banking, and Global Banking & Markets as part of the Centre of Excellence for first line testing.
The individual leads a team supporting business partners’ execution of first line testing and monitoring activities across several business and functional units. The individual ensures that all first line testing engagement activities across business lines, are conducted in compliance with regulatory & enterprise requirements and internal policies and procedures.
Develops, maintains, effectively communicates, and ensures adherence to testing processes related to execution and reporting, clearly defining the mandate, roles & responsibilities, and key interactions between various stakeholder groups
Leads a team of relationship managers in governance of the 1st line testing framework, including communication of risk management policies and controls, ensuring alignment between the 1st and 2nd line and in accordance with enterprise requirements and internal standards
Maintains the AML and NFR testing methodologies in line with 2nd line testing functions to achieve effective coordination and consistency in testing approach across the 3 Lines of Defense
Directs Relationship Managers to update the methodology as needed based on risk and regulatory changes, ensuring compliance across the CoE
Provides SME support to 1st line testing execution teams to ensure consistent application of testing methodology and adherence to existing, new, or enhanced compliance requirements (e.g. AML/KYC)
Leads a team in conducting independent reviews of validate adherence to and consistent application of 1st line testing methodology
Leads a team in conducting independent reviews of testing outcomes within Canadian Banking units of the CoE to enhance quality
Acts as a liaison between first line testing execution teams and between 2nd and 3rd line teams by directing testing engagements specific to identified risks, and facilitating ad hoc testing as required
Ensures data collection strategies are robust and consistent to allow for delivery of reporting and findings, with actionable recommendations and insightful analysis & commentary.
Coordinates testing schedules between 1st, 2nd and, where possible, 3rd line, and assists in negotiating changes to test schedules as required.
Develops and fosters relationships with internal business partners, including executive level, for the purposes of enhancing business effectiveness.
Continues to evolve and enhance the testing methodology with the objective of continuous improvement and onboarding of additional business lines for first line testing.
Performs ad-hoc, special, and/or focused reviews as necessary, as well as other duties and projects as assigned.
Understands how the Bank’s risk appetite and risk culture should be considered in day-to-day activities and decisions.
Actively pursues effective and efficient operations of his/her respective areas, while ensuring the adequacy, adherence to and effectiveness of day-to-day business controls to meet obligations with respect to operational risk, regulatory compliance risk, AML/ATF risk and conduct risk, including but not limited to responsibilities under the Operational Risk Management Framework, Regulatory Compliance Risk Management Framework, AML/ATF Global Handbook and the Guidelines for Business Conduct.

Excellent oral and written communication skills; Spanish speaking an asset;
Strong working knowledge of quality assurance, testing, monitoring, and audit principles;
Proven leadership experience;
Excellent project management skills with ability to manage multiple engagements and projects concurrently
Strong understanding of regulatory and enterprise requirements
5+ years of experience in compliance or risk management;
Undergraduate degree in a related field
