The Veteran Service Representative (VSR) serves as the primary contact for the veteran and his/her representative or advocate and the decision-maker for compensation and pension claims. The VSR explains benefit programs and entitlement criteria, conducts interviews, identifies issues, gathers relevant evidence, adjudicates claims, authorizes payments, and inputs data necessary to generate the award and notification letter to the veteran describing the decision and the reason for it.

- Conduct interviews by phone, in person, or other communicative measures to explain the full range of VA, and outside agency benefits and related programs available to veterans and their beneficiaries.
- Inform veterans and their beneficiaries of all required evidence and requirements needed to further the process of a claim, or entitlement benefit; assisting the claimant(s) as needed with applications and other required forms.
- Analyze, develop, request required evidence, and make determinations on claims requiring a rating decision based upon federal guidelines [38 U.S.C. 1151, and other legal statues that may apply].
- Decide the necessity and type of examinations, or reexaminations necessary to evaluate disabilities resulting from disease or injury relative to claims requiring either a rating or non-rating decision, examples of non-rating decisions include adaptive housing, loan guarantee, and vocational rehabilitation programs.
- Adjudicate and issues decisions for complex and sensitive claims including PTSD, sexual trauma, and reopened claims; assuring that all issues have been addressed and are legally supportable under applicable federal law, VA regulation, and other applicable policy or precedent.
- Authorize and review work of other Veterans Service Representatives where a second signature is required, ensuring that work is technically accurate, clear and concise, thorough, and sensitive; in language that the claimant can understand.
- Work very complex cases assigned by the Senior Authorizer, or Supervisor coordinating with other program areas as needed; serve on the Committee of Waivers and Compromises, as well as other panels, boards, or groups related to benefits cases.
- Use electronic data sources for claims processing, adjudication, and authorization; advocating for claimants and their beneficiaries in dealing with other programs or organizations; develop correspondence as appropriate, including correspondence with claimant representatives, special interest groups and Congress.

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For the GS-11 position you must have served 52 weeks at the GS-10. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. You may qualify based on your experience and/or education as described below: * Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-10 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Service as a Veterans Service Representative at the GS- 10 grade level which has led to approved VBA certification and a thorough knowledge and understanding of applicable laws, regulations, policies, etc. surrounding Veteran claims and their beneficiaries, as well as related programs or entitlements. * OR* * Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have: GS-11, Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M., if related. OR
Combination: Applicants may also combine education and experience to qualify. To calculate, first identify the percentage of required education you have earned. When substituting you can use graduate level education you have earned beyond a Bachelor's Degree. Then identify the percentage of required experience you possess. Add the two percentages. The total percentage must equal at least 100 percent to qualify at the GS-11. For example, an applicant who has 9 semester hours of graduate level education (i.e. 50% of graduate education required) and 6 months of creditable specialized experience (i.e. 50% of the required experience) would equal 100% of the required experience for the position.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.

This position has a position-sensitivity level of Public Trust-Low Risk.
