McIntire Solutions Financial Manager in Springfield, Virginia

Summary:

McIntire Solutions seeks to invite a Financial Manager to join our team in Springfield, VA. This position will provide financial management and support to the Content Portfolio. Works across the Content Portfolio to manage resources activities across all phases of the planning, programming, budgeting, and execution (PPB&E) timeline.

Responsibilities:

  • Support the development and preparation of the Planning and Programming for the Portfolio to include support to Planning Guidance Actions and supporting the Program Build process from the Portfolio Programming Guidance to the completion of the Program Build cycle.

  • Support the development and preparation of Portfolio?s requirements for resource management briefing materials, and respond to questions, request for information, and various inquiries.

  • Support the development of various NGA briefing materials and responses to questions, request for information, and various inquiries from Office of the Director of National Intelligence (ODNI), Office of the Secretary of Defense (OSD), and Office of Management and Budget (OMB) as appropriate.

  • Assist with maintaining information on Unfunded Requirements (UFRs) to reflect current status and provide regular updates to portfolio leadership.

  • Assist with analyzing technical constraints, interdependencies, and capabilities of proposed systems and architectures to satisfy intelligence and geospatial needs as well as associated costs, schedule, and risk considerations.

  • Support independent assessment of technical basis of estimates (BOEs) for proposed program investments, independent analysis of alternatives, and independent evaluation of analysis techniques and tools to be applied to a wide range of imagery and geospatial community issues.

  • Provide support in preparation for and conducting program and budget reviews as well as preparation materials for Portfolio Manager (PfM) and staff to attend the Portfolio Integration Board (PIB), Enterprise Oversight Council (EOC), and other agency level meetings.

  • Support, develop, and prepare various PowerPoint/white paper briefings and presentations related to NGA Financial Management matters, programs, and activities for senior level leadership.

  • Provide support to each yearly activity:

  • NGA Planning Guidance.

  • Portfolio Programming Guidance.

  • Program Build and tracking actions.

  • Budget facilitation ensuring Project and Sub-Project narratives reflect the portfolio priorities.

  • Execution to include strategic look at Spend Plans, the UFR Process, and Deep Dives.

  • CONOPS review and recommendations.

  • Assist with providing resource management support to the program management and risk management activities, requirements and situational awareness to the Portfolio Lead (PL) and PfM.

  • Interface with all organizational areas representing the portfolio as a team member on the resource management team within the Content Portfolio.

  • Support portfolio requirements for the development and publication of the Intelligence Program Budget Review/Intelligence Program Budget Submission (IPBR/IPBS) and Congressional Budget Justification Books/Congressional Justification Books (CBJB/CJB). This includes all associated documentation, materials, briefings, and providing responses to inquiries.

  • Ensure timeliness and quality of portfolio communications.

  • Identify technical issues and communicate impacts to PL, PfM, FM rep, and staff of ?Best Engineering Practices? across APMO projects.

Required Qualifications:

  • Active TS/SCI with BI update within the last 6 years.

  • Bachelor?s Degree in a finance or business related field.

  • Demonstrated specialized DoD or IC experience supporting portfolio resource management (cost, budget, and schedule).

Desired Qualifications:

  • Demonstrated specialized experience in problem analysis resolution ability.

  • Demonstrated specialized experience with GEOINT systems, processes, products, and service.

  • Demonstrated specialized experience developing and refining integrated program schedules.
