Position is within the United States Transportation Command (USTRANSCOM) Mission Assurance Division, Mission Assurance Plans and Programs Branch (TCJ3-MA) [Open for 17 December 2018 fill]

We are seeking a Mission Assurance Cyber-Analyst (Policy Analyst Sr) willing to be onsite to Scott Air Force Base, Illinois. Due to the contractual agreement, the candidate must have active DoD Secret clearance.

BACKGROUND: GDIT provides programmatic support to the USTRANSCOM Mission Assurance (MA) processes. This position supports the analytical work requirements performed by the MA Risk Management Team, working actions associated with the identification of cyber mission risk (determination of threats, hazards and vulnerabilities) and the identification of mitigation measures already being taken, proposing remediation or mitigation measures to reduce risk in support of the MA Working Group (MAWG). Work is primarily performed within the USTRANSCOM J3, Operations and Plans Directorate, MA Division, MA Plans and Programs Branch. Incumbent will also assist or lead the project team in efforts to perform cyber analytical work associated with the implementation of the MA Identification Process (MAIP), assist in the development of Mission Mitigation Plans (MMPs), conduct dependency analysis, and preparing for, performing and documenting results of on-site MA related vulnerability assessments at sites of interest to USTRANSCOM.


  • MA Cyber Research and Analysis (Primary Focus of Position). Cyber Analyst will work closely with other risk management, internal and external, program managers and activates (e.g., current and future operation mission planners, antiterrorism, Emergency Management, and Continuity of Operations Programs, etc.) who provide risk analysis in support of the MA Plans and Programs Branch Chief.

  • The analyst will be required to conduct both open source and classified research of multiple sources, and systems and understand critical path analysis as it relates to mission decomposition to determine cyber threats and hazards (risk) to the Joint Deployment and Distribution Enterprise.

  • Results of analysis will be captured in written documents (Microsoft Office Suite) and includes recommendations to reduce (mitigate) risk and the articulation of any residual risk in support of defensive cyber space operations.

  • Maintaining mature relationships with external agencies is key (e.g. other Combatant Commands; State Intelligence and Fusion Centers; United States Coast Guard; and others) in obtaining information required to assess cyber risk and measures being taken to reduce risk.


  • Must understand basic risk assessment and risk management; as it applies to the NIST 800 series risk management standards for organization, business mission, and IT systems

  • ITIL foundations training and experience as it applies to any of the following: designing, developing, implementing, operating and maintaining IT systems

  • Familiarity with a wide range of IT operating systems, applications, and database software includes; solid understanding of IP networks, cyber-security solutions (firewalls, identity management tools/capabilities, etc.), and software and hardware associated with, but not exclusive to the aforementioned

  • Must have the ability to map/relate IT enablers like those mentioned above to functional missions they support, leading to identification and mapping of mission relevant terrain-cyberspace (MRT-C)

  • Strong analytical, written and verbal communications skills, required

  • Experience with Microsoft Office Suite (Word, PowerPoint, Excel, Outlook, etc.), required

  • Ability to organize and lead working groups, preferred

  • Experience at USTRANSCOM or at least one of its Component Commands, a plus

  • Previous work experience with one of the MA risk management programs, a plus

  • Familiarity with the maturing DoD MA Program, a plus



  • SECRET (current) to start; eligible for TOP SECRET/SCI required.


  • BA or equivalent + 6 years related experience, or MA + 4 years related experience


  • Anticipated travel: Less than 5%
