SAIC Program Control Team Manager in RESTON, Virginia
SAIC is seeking a Program Control Team Manager with program financial management skills to lead a team of program controllers within the Civilian Markets Customer Group.
The position will report to the Finance Director and have proven experience across financial planning and analysis, project planning and control, variance analysis, and a background in Federal procurement.
The Program Control Team Manager is responsible for providing business guidance and program control support to the Vice President of Programs and Program Managers, in support of strategic objectives and growth.
The position requires a leader who has demonstrated experience leading finance teams, monthly and quarterly accounting close processes, and process improvement. This position requires strong program financial reporting skills to include responsibility for accurate budgeting and forecasting, cash flow management, and compliance with external and internal policies.
The position requires flexibility and strong interface with the SAIC’s finance, accounting, contracts, and human resources organizations on a daily basis to address operational issues in a timely and effective manner.
The position is based in Reston, VA, however the position may require the ability to travel occasionally (10% or less) within the United States.
Performs complexfinancial/administrative reporting for contracts and/or programs. Conducts costs, schedule, contractperformance, variance, and risk analysis, proposal preparation, andprepares reports as required.
Well versed in the entire lifecycle of a program from proposal development through execution and toclose out.
Also responsible for themanagement of the finance employees involved in program management andanalysis. Responsible for the employment, training, motivation anddiscipline of assigned employees.
Directs, implements, andadministers formal aspects of program in accordance with generallyaccepted accounting principles, corporate policies, and governmentregulations. Responsible for thedevelopment of program related financial data.
Manage all program officeprocurement responsibilities for a team of subcontractors and consultants,e.g., managing the process of establishing agreements (cost-plus, T&M,or FFP), maintaining purchase orders and processing invoices.
Provide support to Line &Program Managers related to financial planning and execution to supportachieving established Annual Operation Plan (AOP) goals.
Participate in the developmentof cost controls, procedures, systems, and forecasting techniques toevaluate contract/program status, ensuring compliance with government andcustomer requirements.
Manages overhead and indirectcosts through quarterly forecasting and monthly monitoring of the results.
Required Education & Experience
Position requires a Bachelor'sdegree with 10+ years of government contracting experience with emphasisin providing financial tracking and support for the government customer inareas of Program Control, Finance, Cost Estimating, Financial Analysis, orAccounting.
Knowledge of general andcorporate business practices, government contracting regulations andprinciples, and accounting and finance principles. Must be versed invarious contract vehicles, i.e., CPAF, CPFF, LOE, FPLOE, FFP, T&M, IDIQs,etc. Preferred knowledge of FAR/DFAR, DCAA compliance and audits.
Complete understanding offinancial analysis such as ROS, ROI, annual operating plans, accountsreceivable, Revenue & EBIT forecasts. As well as an understanding ofthe preparation of Baseline data, ETC, & EAC development, revenue andmargin forecasting, and cost estimation/pricing.
Can make decisions using soundjudgment while complying with policies, procedures, accounting principlesand applicable state and federal laws and regulations

Ability to develop and maintainprofessional and effective relationships with internal and externalcustomers, and build and sustain relationships and influence executiveleadership
Ability to balance long-termthinking with short-term execution
Strong organizational andcommunication skills, the ability to perform effectively within deadlines.
Proven experience in evaluatingand developing processes and procedures.Standardize and automate tools to increase team efficiency.
Ability to prioritize and workwith minimum supervision, be persistent in follow-through, and reject thestatus quo.
Individual must have knowledgeof business software and Microsoft Office Suite.
Experience insupporting projects performed OCONUS
Experience supportinga large IDIQ contracts with high volume of Task Orders
Strong knowledge ofCostpoint
