This is a small centralized team that oversees regulatory programs that are CMS based for inpatient ambulatory and urgent care.

The Regulatory Incentive Program Director is responsible for successful execution of both hospital and provider regulatory programs particularly as it relates to MIPS (Merit Based Incentive Program) and the Promoting interoperability program. Job Summary

This position implements applicable government incentive programs impacting Banner Health (BH) eligible hospitals (EH). Provides oversight to the incentive programs impacting eligible providers (EP). Establishes system-wide processes that set requirements and monitor performance on the incentive metrics, as well as collaborates with reimbursement services for submission to the appropriate governmental agencies. Leads and facilitates ongoing education of Meaningful Use (MU) program to all impacted employees, providers, and leadership.

Essential Functions

  • Partners with reimbursement services and managed care to continually monitor and analyze financial reimbursement trends and healthcare changes within the national market place. Analyzes the national market place as they relate to provider incentive programs. Evaluates the impact to Banner Health and works collaboratively with key stakeholders to determine the appropriate approach related to Meaningful Use (MU).

  • Collaborates with key stakeholders to establish workflows and processes for strong reimbursement or decreased penalties with operational, clinical and financial leadership. Ensures clear accountability for success, optimizing maximum incentives and minimizes penalties.

  • Partners with educational and communication stakeholders across the system to communicate initial decision, workflows, and processes along with initial and ongoing education for employees, providers and leadership.

  • Oversees the BH EH performance on metrics tied to incentive programs. Creates and implements appropriate action plans to meet targets, as needed.

  • Assists reimbursement services with the submission of results to the appropriate governmental agencies. This includes coordinating and overseeing the distribution of the funds/disincentives with operational and financial leadership.

Minimum Qualifications

Must possess knowledge of business and healthcare as normally obtained through the completion of a bachelors degree in business, healthcare or related field.

Must demonstrate proven experience, typically through five to seven years of progressively responsible experience, analyzing large-scale, complex programs that have significant impact on an organizations financial and/or operating performance. This includes demonstrating a high level of analytical and strategic thinking to analyze programs and related processes. Must demonstrate excellent communication skills to lead collaborative efforts with multiple stakeholders in a large-scale organization. Must possess the ability to effectively communicate and present research findings and recommendations to management. Must have a working knowledge of personal software packages to prepare correspondence and presentations, as well as, create and generate spreadsheets and reports, as described above. Must be results oriented and able to organize and independently manage complex and ambiguous projects.

Extensive knowledge of EHR functionality related to the project scope. Ability to understand and interpret regulatory language.
