The Auditor position is located at our Perry Point, MD VA Maryland Health Care System in the Finance and Accounting Service. The Auditor performs systematic financial surveys, reviews, and audits of all VAMHCS Services, related program reviews, follow-up audits, and special audits generated by high-level VISN or field management that are in accordance with VHA.

Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 12/18/2018.

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-9 position you must have served 52 weeks at the GS-7. For a GS-11 position you must have served 52 weeks at the GS-9.The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. Note:Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.

You may qualify based on your experience and/or education as described below:

**For the GS-09, you must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-07 grade level in the Federal service. Specialized experience for this position includes:

  • Performs financial audits by examining accounts and financial records for the purpose of certifying or attesting that the financial statements fairly represent the financial position of the organization as of a predetermined date.

  • Investigate possible activities related to detection of fraud, waste, and abuse.

  • Examine and tests operational records and techniques to solve a variety of problems and issues that occur.

  • Prepares audit reports and recommendations based on findings. OR You may substitute education for specialized experience as follows: (attach a copy of your transcript): 2 years of progressively higher level graduate education leading to a master's degree or master's or equivalent graduate degree

OR You may qualify by a combination of experience and education. Only graduate level education in excess of the first 18 semester hours may be combined with experience. Credit will be given for partial experience so long as specialized experience and or required education or training meet or exceed the minimum level required for the position. One year of experience refers to full-time work; part-time work is considered on a prorated basis.**

**For the GS-11, you must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-09 grade level in the Federal service. Specialized experience for this position includes:

OR You may qualify by a combination of experience and education. Only graduate level education in excess of the first 18 semester hours may be combined with experience. Credit will be given for partial experience so long as specialized experience and or required education or training meet or exceed the minimum level required for the position. One year of experience refers to full-time work; part-time work is considered on a prorated basis.**

Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.

Physical Requirements: The work is primarily sedentary, although some slight physical effort may be required.
