Project Manager, Royal Canadian Navy Programs

As part of L3 MAS’s increasing role in support of the Royal Canadian Navy (RCN) programs, we are growing our Project Management team. L3 MAS is providing In-Service support services on the Halifax Class Patrol Frigates, Arctic Offshore Patrol Vessels (AOPV) and Joint Support Ships (JSS) and is a key industry partner for the future Canadian Surface Combatant (CSC) Program. We require an experienced Project Manager to join our Program Management team for current and upcoming future RCN programs.

Which role will you play?

As Project Manager, you will be responsible for effective initiation, planning, execution, control, and reporting of products and services to meet contract and subcontract performance obligations in support of RCN programs. The incumbent will work from Ottawa reporting to a the L3 MAS Program Management organization based in Mirabel (Quebec) and will be working collaboratively with project team members from other L3 divisions, major suppliers and the customer.

Your responsibilities:

  • Responsible for project management of activities under contract or subcontract in terms of costs, quality, schedule, and performance;

  • Effectively apply proven project management skills in planning, control, contract management, customer relationship management, and risk management;

  • Identify any shortfalls in resources or skill sets, or other challenges within the scope of contract or subcontract obligations and recommend solutions;

  • Ensure that work subcontracted to other L3 Divisions and suppliers is in line with the requirements of the contract or subcontract;

  • Identify new business opportunities with clients and support Business Development in the capture of these opportunities;

  • Organize, chair, and facilitate various meetings and work sessions in order to review the progress of work, identify and solve problems, and manage priorities and potential conflicts with project team members or with the client;

  • Manage relations with the organization’s main clients/suppliers and with all stakeholders within a matrix support organization;

  • Provide recommendations and proposed options/solutions concerning risks or issues identified that may impact cost, schedule, quality, or performance obligations.

Qualifications

  • Bachelor degree in Science or Engineering;

  • Project Management Professional (PMP) certification;

  • Minimum of 5 years as PM or equivalent experience on major Canadian Government programs;

  • Experience with In-Service Support and management of multiple subcontractors and suppliers is an asset;

  • Experience in Project management of Naval projects is an asset;

  • Bilingualism;

  • Demonstrate strong leadership;

  • Proven ability to motivate and engage team members;

  • Excellent communication skills, written and oral;

  • Strong management skills , well organized, works well under pressure, addresses issues promptly, and assumes accountability for his/her actions.

Position's highlights:

  • Located in L3 MAS facility in Ottawa;

  • Available for 20-30% of travel to the L3 MAS facility in Mirabel (Quebec), and business travel to partners and suppliers mainly in Canada.

Operational requirements:

  • Must be eligible for registration to the Controlled Goods Program ;

  • Must be eligible to obtaining and maintaining the government of Canada’s “ Reliability ” status and Level 2 (Secret) security clearance;

  • Location not accessible via public transportation, car required.
