The Opportunity: The Washington State Department of Transportation (WSDOT) is seeking a Registered Professional Engineer to serve as the State Design Engineer/Development Division Director. The Director provides leadership and direction to the widely diverse Headquarter's Development Division, which consists of 42 functional sections, and includes oversight of the State Bridge and Structures Engineer, the State Environmental Services Office Director, the Technical Services and Business Manager, the Real Estate Services Program Administrator, and the State Design Office in implementing the future direction of WSDOT's Project Development efforts. This includes focusing on the best utilization of staff and resources, balancing various needs to identify the most effective solution based on performance based criteria, utilizing Lean approaches to optimize project delivery, improving early and continuous involvement with region customers and linking with other functional disciplines. The Director functions as the lead agency executive in promoting integrated, innovative and multimodal approaches to the development of capital projects and sustainable management of the transportation system. This position will work collaboratively across boundaries with the WSDOT Regions and Mega Projects, Finance and Administrative Services, Urban Mobility and Access, Multimodal Development and Delivery Division, and Washington State Ferries to foster understanding and alignment with the agency Strategic Plan and implementation of transformative engineering policy initiatives. This position will perform the following work: Encourage and oversee the implementation of national research and innovation best practices in all agency function areas. Closely monitor and evolve WSDOT specifications to reflect industry standards and state of the art best practices in the diverse subject fields throughout project development. Manage a staff of diverse, cross-functional managers, all with statewide responsibility. Assure the development and maintenance of necessary professional and technical expertise to successfully delivery the agency's program. Provide ongoing direction and oversight in creating and implementing improved engineering policies and procedures that deliver transportation system value and sustainability to the communities and citizens of Washington State. Provide ongoing direction and oversight in the implementation of Practical Solutions within the Development Division. Provide direct engineering guidance and ensure Practical Design is successfully implemented. Advise and consult the Secretary of Transportation, Deputy Secretary, and Assistant Secretaries on issues related to the implementation of transformative engineering policies. Plan, lead, organize and control the work performed by the division. Assure appropriate and optimum use of the organization's resources and enhance the effectiveness of employees through the organization. Represent the department on statewide, national and international committees and task force groups. Serve as WSDOT's representative on State Boards, serve as the primary chair contact to the American Council of Engineering Companies (ACEC) and WSDOT's voting member on the AASHTO Subcommittee on Design (AASHTO SCOD).
