Mission Support and Test Services, LLC Manager II (Civil, Structural, Architectural and Mining; Mechanical and Fire Protection; Project Engineering) in North Las Vegas, Nevada

Qualifications

Due to the nature of our work, US Citizenship is required for all positions.

  • Bachelor's Degree in Engineering or equivalent training and experience,plus a minimum of 14 years of related and progressively responsible experience in design engineering for nuclear and non-nuclear applications.

  • Minimum of 5 years supervising engineering staff preferred.

  • General knowledge needed of Integrated Safety Management policies and procedures,related performance documents, organizational structure, and current energy executive orders and federal energy management goals and requirements.

  • Works under general direction, receiving guidance as required to ensure project/program objectives are met and business policies and strategies are appropriate.

  • Must be licensed as a Professional Engineer in the state of Nevada for the positions of Manager of Civil, Structural, Architectural and Mining and Manager of Mechanical and Fire Protection.

  • Professional Engineering license not required for the postion of Project Engineer Manager.

  • Pre-placement physical examination, which includes a drug screen, is required. MSTS maintains a substance abuse policy that includes random drug testing.

  • Department of Energy Q Clearance (position will be cleared to this level). Reviews and tests for the absence of any illegal drug as defined in 10 CFR Part 707.4, “Workplace Substance Abuse Programs at DOE Sites,” will be conducted. Applicant selected will be subject to a Federal background investigation, and subsequent reinvestigations, and must meet the eligibility requirements for access to classified matter. Successful completion of a counterintelligence evaluation, which may include a counterintelligence-scope polygraph examination, may also be required. Reference 10 CFR Part 709, “Counterintelligence Evaluation Program. Eligibility Requirements – To obtain a clearance, an individual must be a U.S. citizen at least 18 years of age. Reference DOE Order 472.2, “Personnel Security.”

Responsibilities

The Engineering Department seeks three talented and dedicated individuals to serve as Engineering Managers in our design department.

These include a:

  • Civil, Structural, Architectural, and Mining Engineering Manager

  • Mechanical and Fire Protection Engineering Manager

  • Project Engineering Manager

These managers will provide multi-discipline support for multiple projects of varying scope. The selected candidates will be responsible for direct management of engineering personnel, the technical adequacy and completeness of designs, ensuring engineering priorities are supported as planned and scheduled as well as ensuring staff compliance to codes, standards, and company processes.

Key Responsibilities

  • The successful managers must be capable of providing daily oversight, technical and administrative direction to 5 or more individuals along with serving as Subcontract Technical Representative for staff augmentation and A&E task order contracts. The positions also require the individuals to function with little oversight from management.

  • Daily responsibilities as an Engineering Manager include but are not limited to the management and oversight of daily execution of projects and engineering activities, providing technical and professional guidance to staff, interpreting processes/procedures along with codes and standards, determining and coordinating technical training. The Managers will act as appropriate to ensure the office environment is proper for engineering work, and ensuring engineering activities are executed consistent with NQA-1, DOE 414.1D, and ISO 9001 requirements.

  • Managers will also participate in audits and assessments from DOE/NNSA, other external and internal organizations, as well as preparing reports and presentations for management, actively engaging with customers to address issues/requests, coordinating with project managers on project priorities and assigning resources to projects.

  • Managers may be tasked to develop proposals to fund expansion of engineering capabilities, tools and technologies, review company and DOE processes, procedures and orders to ensure compliance, have a full understanding of nuclear facility safety analysis, operations, and interface requirements, perform duties as a discipline checker and perform duties as a project engineer. Managers may also write, evaluate, and oversee staff augmentation and task order contracts, ensure subcontract staff adheres to company requirements, coordinate subcontract security, network, and logistical requirements as well as review and approve invoices for subcontracts and materials.

  • The Managers exercise considerable discretion and judgment in performing work and conducting evaluations of operation/process effectiveness and initiate changes as required to implement process improvements. They work with other work groups and outside agencies, customers/sponsors, suppliers, as required, to effectively execute projects and programs. They develop relationships as needed to perform work effectively and provides guidance to students, interns, contractors and other support personnel, as a mentor or as a team/project leader.

  • The Managers will also interface with other team members, analyze processes and procedures to increase efficiency, monitor group performance against metrics and goals, perform employee performance evaluations, work with employees to develop goals. They also create an environment where employees feel safe to raise issues, empowered to address issues, and supported to resolve issues. Managers must accept individual responsibility and accountability for environment, safety, health, and quality processes within personal control, personal safety, and the safety of co-workers.
