External Job Description:

Solicits and analyzes requests for proposals, negotiates contracts, and coordinates supplier integration plans with internal clients for all goods and services for consumption by internal stakeholders, business unit or function. Identifies projects to apply sourcing and purchasing/procurement methodology. Establishes a supplier relationship management process with continuous improvement goals/programs. Monitors market dynamics and communicates changes that affect internal client needs. Partners with internal clients and stakeholders to identify sourcing needs, conduct buyer/market profiles, share marketplace trends, share best practices, and define acceptable service levels.

 Act as Newport News Shipbuilding Representative to new and existing suppliers. Assist in navigating the suppliers through the system and process, ultimately in obtaining a supplier number and increasing the diversity of the NNS Supply Base.

 Help build and manage Supply Base Development Program to identify and strengthen market deficiencies and capitalize on market opportunities.

 Establishes supplier monitoring and tracking processes, including visits, teleconferences, project management plans, performance metrics, Open Order Reports, review agendas and reports as needed to properly manage supplier performance and ensure the value-stream is aware of effects and impacts.

 Develops plans and schedules, and when necessary in conjunction with the Buyer, Engineering and Supplier Quality and other key stakeholders.

 Performs site visits of suppliers to evaluate logistical and performance capabilities and make specific process recommendations to address continuous performance improvement. Identifies supplier risks and mitigation strategies and ensures integrated company steps to address each such that performance meets expectations for quality and delivery.

 Communicates in writing and otherwise verbally supplier performance, shortfalls, risks and mitigation strategies and improvement recommendations to Buyers, Engineering, Supplier Quality and other stakeholders as necessary. Develop and maintain project plans and schedules and has full accountability for success of the project(s). Ensures Estimated Delivery Dates (EDDs) incorporate significant risks and mitigation steps are monitored and reevaluated throughout the project for impact and communicate these effects at the appropriate level.

 Elevates and resolves supplier related and project related business and technical issues. Establishes a supplier relationship management process with continuous improvement goals/programs. Monitors market dynamics and communicates changes that affect internal client needs. Partners with internal clients and stakeholders to identify sourcing needs, conducts buyer/market profiles, share marketplace trends, share best practices and define acceptable performance levels.

 Collaborates and engages department stakeholders in improving existing suppliers’ overall performance.

 Facilitates project work resulting in 051 efficiencies, an improved supply base, customer compliance and improvements to material cost/quality/delivery.

 Provides continual improvement and risk mitigation of the NNS supply base.

 Implement Lean best practices and facilitate lean events. Integrate lean principles in all SCP actions
