External Job Description:
Provides coordination, oversight, and program support to all business management functions related to Submarine Fleet Support contracts. Serves as Process Lead for the Business Manager assisting the Program Directors and their respective staffs. Provides key analysis to Vice-President to aide with strategic and tactical operational decision making. Assist in the development of Annual Operating Plan, operating margin targets, cash forecasts, profit and loss sensitivities with corresponding risk assumptions, and cost performance reports. Builds analyses comparing performance to plan and refreshes financial forecasts monthly (e.g. First Workday). Develops recommended strategies and initiatives to reduce contract costs. Assists in the annual / monthly financial planning and reporting activities. Engages in Program proposal preparation efforts, evaluations, cost and pricing activities, financial analysis, and negotiations. Prepares and maintains requisite manning documentation to include variance analysis reports, Estimate-At-Completion (EAC) worksheets, and Estimate-To-Complete data, as necessary. Supports and provides guidance to accounting and billings on monthly/bi-weekly basis ensuring accuracy and timeliness. Seeks to continually improve the analysis and reporting process to improve decision support, efficiency, accuracy, timeliness, standardization and best practices, including complying with the requirements of SOX. Supports internal / external audit activities as needed. Perform other special projects as necessary including all growth initiatives for new work.
Provides coordination, oversight, and program support to all business management functions related to NNS Foundry’s Other Navy Products. Produces Cost Reports as well as P&Ls and coordinates collaboration among the Program Office, Finance and Contracts for EAC finalization
Provides coordination, oversight, and program support to all business management functions related to NNS involvement in HII Australia’s joint venture with KBR. Produces monthly cost reports and maintains monthly updates to P&L performance.
Provides support to NNS Business Decisions Initiatives as needed.
The ideal candidate 1) has excellent written and verbal communication skills with the ability to articulate complex data to a diverse audience and exhibits strong interpersonal skills, 2) is an energetic leader with a proven ability assisting to drive change with varying levels of experience, and 3) is a proven business partner with exceptional financial acumen and practical experience in providing financial and business support in the decision making process.
Sets up cost control system, monitors and controls costs and schedules on contracts requiring validated cost schedule control system. Performs analyses and prepares reports in order to ensure that contracts are within negotiated and agreed-upon parameters and government cost control guidelines.
Prepares budgets and schedules for contract work and performs and/or assists in financial analyses such as funding profiles, sales outlook, and variance analysis. Prepares program plans to ensure program requirements and statement of work are captured and scheduled. Performs schedule risk assessments to identify and mitigate program cost and scheduling risks.
Ensures adequate funding availability by maintaining accurate records of expenditures, directing preparation of expenditure projections, and submitting timely requests for additional funding to the government. Incorporates contractual changes into control systems by staying aware of outstanding work against each contract in order to maintain realistic contract cost and schedule baselines.
