Associate Director, Public & Government Affairs RUSSIA

A new position has opened for Public & Government Affairs role to support Gilead Russia affiliate.

Following the decision of the company to localize some of its manufacturing in Russia, Public and Government Affairs will play a key role in supporting the growth of our Russian affiliate. There is huge unmet need in Russia with respect to HIV and viral hepatitis and a need for Gilead to fully support relevant stakeholders and government authorities in rising to the public health challenge presented.

EMEA Government Affairs aims to act as a critical link, connecting governments with Gilead science and connecting Gilead with policymakers’ needs and expectations. We strive to be a thought-leading function valued for its analysis and insight and capability to inform policy change that enhances patients’ access to Gilead innovation. Our vision of success is to foster an environment where governments value, reward and support access to Gilead’s innovation.

This position reports to the Director, Public Affairs for Region 2 with dotted line to Senior Director Government Affairs EMEA region 2. The role will work closely with the General Manager of Russia affiliate and will serve on the Russian Leadership Team.

The role extends across all Gilead therapeutic areas of focus including HIV, Hepatitis, Oncology/Hematology and Liver Disease. This position is based in Moscow, Russia.

Public Affairs

Key aspects of the role include:

  • Develop and manage employee communications and external corporate communications plans to broaden awareness of corporate strategy, milestones and mission.

  • Develop and manage product/disease area communications plans to raise awareness of unmet medical needs and breaking down the stigma against Gilead’s disease areas.

  • Prepares press releases, presentations, internal newsletters and other corporate communications materials.

  • Respond to media inquiries and arrange interviews with Gilead management and spokespeople as appropriate.

  • Effectively manage all aspects of public relations agency relationships, such as providing direction and project management.

  • Build strategic public affairs & communication patient advocacy plans, reviewing and driving implementation to develop a strategic approach to patient advocacy and enhance patient advocacy capability.

  • Maintain ongoing two-way dialogue with patient advocacy groups to understand priorities and opportunities for collaboration and support, and share information on Gilead and our position on key issues.

  • Develop and implement specific plans that engage patient advocacy groups in Russia in our shared goal of enhancing patient access to disease awareness, diagnosis and quality of life in our key therapeutic areas of HIV, Hepatitis/Liver disorders and Oncology/Hematology

  • Manage the applications for funding against predetermined criteria, awarding grants, and monitoring and evaluating funded projects in Russia.

  • Collaborate with colleagues in Legal, Business Conduct, Market Access, External Affairs, Government Affairs and Policy on joint programs.

  • Public Affairs agency and budget management.

Government Affairs

Key aspects of the role include:

  • Monitor the political and regulatory environment to ensure that Gilead Russia is fully prepared for changes in the external environment and able to respond accordingly, including communicating its views where necessary and appropriate.

  • Demonstrate to external stakeholders Gilead’s commitment to public health in Russia and to create a positive perception of Gilead among decision makers and influencers.

  • Support positive outcomes for Gilead EDL submissions by undertaking appropriate discussions and networking with relevant Ministries.

  • Work with patients, healthcare professionals and other interested stakeholders to advocate for policies to help address unmet need in HIV and viral hepatitis.

  • Develop and execute partnership initiatives that align Gilead and Russian public health objectives and create opportunities to broaden access to care for patients with HIV and viral hepatitis.

  • Collaborate with colleagues in the US to leverage US-Russia platforms for dialogue.

  • Work collaboratively with other Gilead departments to ensure strategic alignment and well-informed decision-making. Represent GA voice in Brand Team Meetings & collaborate to cross-functional initiatives as appropriate.

  • When relevant, recruit and supervise consultants who will support the delivery of activities. Manage these relationships to ensure effective delivery of projects to time and budget.

  • Play an active role in the EMEA Government Affairs Team and contribute to the development of the Government Affairs discipline within Gilead

Knowledge, Experience and Skills

Proven performer with 15+ years of experience leading and managing public affairs & communications, PR, disease awareness, therapeutic area communications in a company or public relations agency

Strong understanding of the Russian healthcare system and the policy environment facing the pharmaceutical sector

Strong understanding of and network within government and politics in the Russian Federation

Track record of shaping and informing policy debates and dialogue

Excellent strategic thinker with ability to formulate, develop and execute on agreed strategies

Deep understanding of traditional media, digital and social platforms

Understanding of patient advocacy groups dynamic in Russia

Ability to lead matrix teams, and motivate colleagues to deliver patient advocacy results

Knowledge of the healthcare system and key policies relevant for pharmaceutical market access for highly innovative medicines

Strong executive presence with ability to command respect with both external and internal stakeholders

Sound business judgment and analytical skills, operates to high ethical standards

Successful working within cross-functional teams

Excellent verbal, written and communication skills

Fluent in Russian, verbal and written. High proficiency in English

Comfortable working in fast-paced, unpredictable environment, and with diverse staff and external stakeholders
