The Facilities Engineering Branch at NASA Ames Research Center is currently seeking interested applicants for the position of a senior project civil/structural engineer. Duties include the development, design, and installation of new facilities, or the modifications necessary to upgrade the capabilities or alter the research objectives of existing facilities. Facilities and equipment are used in aerospace research, development and operations programs.

Responsibilities
  • The Project Manager directs and manages all phases of facility construction projects assigned, including: feasibility studies, project initiation, preliminary cost estimating, preliminary engineering reporting, design and acquisition.
  • This also includes: construction contract award, construction management, commissioning, tenant improvements, close out and beneficial occupancy.
  • These projects involve mechanical, electrical, civil, structural, and architectural elements, and programmatic requirements and capabilities, or products that support major NASA functions, programs and/or projects such as: office buildings,
  • or aeronautic wind tunnels, flight simulators, filament evaporation mirror coating facilities for space science telescopes, ISO class 7 clean rooms, research aircraft hangars, high end laboratories for semiconductor and IT
  • and/or animal care, human performance research laboratories.
  • The phases up through design involve directing, leading and collaborating with engineering, architectural, regulatory, and NASA program professionals, in the development of construction documents suitable for solicitation of construction services.
  • The project manager constantly assesses and adjust the design to meet the programmatic function and schedule requirements, design review, budget limitations, and numerous fire, seismic, life safety and building codes.
  • The incumbent provides expert advice and direction to municipal governments, city and county professionals to resolve project planning, use, permitting, environmental, and code compliance issues.
  • The project engineer is assigned work which requires the use of advanced techniques and the modification and extension of guidelines and precedents in the design, modification, and/or development of aerospace research equipment or facilities.
  • The work also requires knowledge of building codes and the guidelines from the American Society of Civil Engineers (ASCE).
  • The project manager duties include the design, development, and fabrication of structures which house research facilities and equipment; the structural design of modifications required for the conversion of a facility to a new research use or
  • the management structural design functions delegated to others; and project management for Construction of Facility (CoF) projects.
  • The project manager directs investigations of such items as excavation, foundations, framing, utilities, and other structural considerations, and provide construction cost estimates.
  • Perform structural analysis and design for new facility construction, or the modification or strengthening of existing research facilities.
  • Monitor the architectural engineer's civil/structural design, including the approval of material selection and final design drawings, coordinating and supervising the various phases of the civil/structural work.
  • Work with in-house groups, contractors, and operating groups, resolving any differences which may arise.

Qualifications

Applicant must have one year of specialized experience equivalent to the next lower grade (GS-13) position, which has equipped the applicant with the particular competencies needed to successfully perform the duties of the position described above.

One year of specialized experience is defined as experience in performing civil and/or structural design engineering for facilities; experience applying knowledge of facilities project management methods and requirements supporting all project phases such as: the design, installation, commissioning, and/or maintenance of facilities, systems and equipment; AND experience in reviewing and/or utilizing civil/structural building codes to support facility designs and construction projects for aerospace research, development, and operations activities.

Applicants must have successfully completed an undergraduate or graduate degree with a major in either a) engineering from a college or university that has ABET accredited engineering programs or b) Physical Science, Mathematics, Life Science, Computer Science, Other fields of science.

Degrees in engineering technology are not considered to be qualifying for this position.

The accreditation, type of degree, and course work taken will determine if the basic education requirements are met.
