Mission Support and Test Services, LLC Senior Regulatory Compliance Specialist in Mercury, Nevada
Bachelor’s degree in related field or equivalent training and experience with at least 5 years of relevant experience in nuclear facilities operations or readiness.
Experience working with requirements based work processes implementing regulatory requirements and/or DOE requirements and practices including but not limited to 10 CFR 830, Nuclear Safety Management; 10 CFR 835, Occupational Radiation Protection, 10 CFR 851, Worker Safety and Health Program; DOE Order 425.1D, Verification of Readiness to Start Up or Restart Nuclear Facilities; DOE Order 422.1, Conduct of Operations; DOE Order 420.1, Facility Safety; DOE Order 433.1, Maintenance Management Program for DOE Nuclear Facilities; and/or industry equivalent standards.
Ability to read, follow, and develop detailed instructions. Includes verification and validation of new or revised instructions.
Valid driver's license required.
Requires excellent verbal and written communication skills. Computer skills in MS Word, Excel, and MS Outlook are desired.
Ability to conduct and coordinate Management Assessments is desirable.
Department of Energy Q Clearance (position will be cleared to this level). Reviews and tests for the absence of any illegal drug as defined in 10 CFR Part 707.4, “Workplace Substance Abuse Programs at DOE Sites,” will be conducted. Applicant selected will be subject to a Federal background investigation, and subsequent reinvestigations, and must meet the eligibility requirements for access to classified matter. Successful completion of a counterintelligence evaluation, which may include a counterintelligence-scope polygraph examination, will be required. Reference 10 CFR Part 709, “Counterintelligence Evaluation Program.” Eligibility Requirements – To obtain a clearance, an individual must be a U.S. citizen at least 18 years of age. Reference DOE Order 472.2, “Personnel Security.”
Pre-placement physical examination, which includes a drug screen, is required. MSTS maintains a substance abuse policy that includes random drug testing.

You will serve as a primary interface for the Operations Assessment organization and Operations/Programmatic organizations that are implementing operational requirements necessary to support mission work and lead the development and performance of operational evaluations. This will vary from nuclear operations to standard industrial based activities. You will be an integral part of the effort to evaluate compliant, effective and efficient implementation of requirements. You will develop and lead evaluation efforts and provide stakeholder guidance and coordination of implementation efforts. You will also be responsible for developing conclusions and providing feedback and recommendations to management.
Leadevaluations of maintenance, construction, and experimental activities conducted at the Nevada National Security Site for compliant, effective, and efficient performance.
Lead the development of evaluation strategies that achieve unbiased conclusions that readily identify positive and negative attributes related to the scope of the evaluation.
Lead the preparation of evaluation reports that provide a) unbiased characterization of observed activities, b) conclusions, and c) recommended corrective actions as appropriate.
Lead or participate in investigations of operational incidents per management direction.
Lead or participate in assessments of operational readiness or independent verification reviews related to nuclear operations.
Lead or participate in Critiques involving unplanned events and/or adverse discoveries.
