Position Description

The estimator will prepare complete and accurate cost estimates for unit price and lump sum construction projects to compete with other large civil contractors in the Midwest; with the goal of winning contracts that give construction operations the best opportunity to produce safe, high quality, profitable work.


  • 4 year Civil Engineering/Construction Management degree or equivalent combination in technical training and experience

  • Minimum 3 years of heavy highway or other civil construction cost estimating experience

  • A thorough knowledge of standard construction industry contracting, purchasing, engineering and controls procedures

  • Advanced knowledge of equipment use and construction techniques

  • Technology - Computer literacy/knowledge of operation software including B2W Enterprise Edition (preferred)

  • Industry Knowledge - Thorough knowledge of owner’s or agencies standard specifications, including MnDOT Standard Specifications

Essential Job Functions


  • Prepare estimates using B2W Enterprise Edition estimating software, company’s cost history and own experience through review of plans and specifications, quantity takeoff, crew selection/productivity, vendor and subcontractor quote management and company guidelines for overhead and margin

  • Fully review project plans, standard specifications and special provisions to ensure all costs will be captured including bond and insurance requirements and incidentals

  • Prepare conceptual estimates based on limited information

  • Identify cost saving ideas, potential value engineering concepts and other innovative methods to gain a competitive edge on the rest of the bidding field

  • Follow CSM Estimating Process and ensure bid accuracy and completeness

  • Assist in the development of preliminary project schedules and/or pre-bid CPM schedules (depending on scope and need)

  • Visit project sites prior to preparing estimates to gather information, document pre-construction conditions and identify potential material suppliers and disposal sites

  • Review crew make-up and compare production rates against historical data including CSM cost history and industry bid pricing history

  • Assist with and participate in bid review sessions with appropriate operations managers

  • Develop risk and contingency analysis for review with the Chief Estimator / Operations Management

  • Select lowest responsible subcontractor and vendor quotes to be used in the estimate, ensure they are complete and accurate, union, bondable and ensure we maximize participation from DBE, SBE, etc.

  • Execute the bid closing procedure

  • Assist with and participate in pre-bid kick-off meetings (as needed) and project hand-off meetings on all successful projects with appropriate operations managers

  • Represent company’s interests in negotiations with joint venture partners or owners on projects of significant size or unusual scope

  • Help maintain B2W resource data base and historical cost and bid price database

  • Analyze past estimating data and analytics to maintain the highest level of bidding accuracy and competitiveness possible

  • Develop and maintain excellent client and industry relationships

  • Follow up on all bids with owners and general contractors to gain insight and knowledge for future bids


  • Assist with the set up and transfer of successful projects from B2W to Vista (Viewpoint) including phase coding, budgeting and the selection of subcontractors and vendors utilizing company guidelines for purchasing and subcontractor utilization

  • Assist with the preparation of complete and accurate subcontracts and purchase orders in Vista (Viewpoint) and their processing and execution

  • Assist in the development and preparation of complete and thorough project schedules


  • Prepare estimates for, and assist in the negotiation of extra work claims, change orders, supplemental agreements and value engineering concepts on projects

Post Construction

  • Evaluate project performance from estimate thru construction and offer suggestions for improvement

Other Duties

  • Carry out other such duties as may be assigned or requested by supervisor

  • Recommend measures to improve production methods, equipment performance, quality of work and increase efficiency of work crews

  • Assist in the development of written technical proposals for design-build projects or other alternative delivery proposals

  • Develop and train other estimators

  • Assist in formulation of Estimating Team policies and procedures

Other Comments

  • May require travel.

  • Will be assigned multiple projects.

  • Workload fluctuates seasonally and will require extended hours, including weekends during the busiest periods
