Parsons Corporation Force Account Manager - RailRoad Programs in Long Island City, New York
We are looking for a Technical Consultant to provide value added project management services and deliverables, as well as subject matter expertise on design and construction projects specializing in Railroad/transit systems which includes signal, power, communications and track.
In this role, you will be providing consultative support and technical expertise for LIRR and Amtrak Force Account design and construction issues, for the East Side Access Project. This includes coordinating and tracking progress for multiple design and construction issues and coordinating the efforts of the General Engineering Contract (GEC) to bring issues to closure. This program includes design/construction of track, civil, signal, power, catenary and communications systems.
SPECIFIC RESPONSIBILITIES :
Interfacing on a regular basis with all Railroad engineering disciplines and various departments. Participate in weekly job meetings; prepares and submits summary of project progress and pending issues to Sr. GEC Management.
Perform project controls related functions and reporting. Submits monthly reports to client and responds to client issues and expectations.
Assists Project Manager in change management/analysis, as well as pricing and negotiating changes to the scope of work with the client and subcontractors.
Ensures proper project documentation is in place for programs (Scope, schedule, budget, quality, safety, risk and procurement plans)
Track GEC responses to submittals to ensure all are reviewed and returned when required.
Performs other responsibilities associated with this position as may be appropriate.
Minimum 12 years of related project management / construction management experience coordinating and managing in house Railroad design and construction issues.
Experience with LIRR and Amtrak preferred.
BS in Engineering, Construction or related/relevant discipline or relevant years of experience equivalent to degree, in addition to the required 12 years of experience
Working knowledge of managing Railroad Force Account disciplines, including signal, track, catenary, communications and power disciplines. Experience coordinating the work of the GEC’s design staff to support construction.
Experience tracking scope, schedule, budget for projects as well as experience performing estimating and scope/proposal development for extra design work requests
Ability to successfully interface with Client, Program Management and Construction Management Staff.
Proven ability to perform in a lead capacity. Excellent written/verbal communication skills
