Veterans Affairs, Veterans Health Administration Supervisory Inventory Management Specialist in Livermore, California
Employee will serve as a Supervisory Inventory Management Specialist for expendable (EX) assets/materials located at the VA Healthcare System, Livermore, CA. Employee will be responsible for supervising multiple supply series of consumable medical supply/inventory, as well as, the micro-purchase program.
Work Schedule: Full-Time, may involve working irregular tours of duty to include evening shift and night shift.

Duties will include but may not be limited to the following:
- Supervises, plans, directs and manages the work of subordinates pertaining to the activities of inventory management, supply management, receiving, purchasing, distribution, environmental supplies, office supplies, medical supplies, prosthetic consumables, equipment instrumentation and applicable services. Recommends employee promotions, awards, etc. and conducts performance reviews; schedules and grants leave; resolves complaints/grievances, discusses corrective actions and recommends disciplinary and/or adverse actions. Assists with hiring and transitioning new hires into the position.
- Oversees inventory management, control and distribution of EX inventory.
- Establishes procedures and reviews physical inventories and supply reconciliation; establishes reporting techniques to foresee any potential problems, and resolve problem areas by the use of data and interpretation of various sources (e.g., value of items, volume purchase advantages, market conditions, storage facilities, administrative and transportation costs, procurement method, etc.)
- Implements best practices, principles, tools and concepts to evaluate and improve supply system performance. Interfaces with peers, stakeholders and customers throughout VA HCS and resolve any issues and discrepancies.
- Directs, conducts short, mid- and long-term advanced planning for expendable items and durable medical equipment, utilizing enterprise-wide computerized planning tools and the analysis of data (e.g., demand history, program requirements, operations, procurement lead-time, stock levels, and other factors) which impact procurement decisions.
- Drafts the fiscal year budget plan by interpreting historical data and predicting/estimating future expenditures; monitors and manages fund control points.
- Serves as Training Officer responsible for assessing the training and educational needs of subordinates; develops, present and evaluate training plans; and conducts job training to ensure the staff comprehends, applies, and is in compliance with multiple directives, policies and regulations, including safety.

Specialized experience includes: supervising and overseeing staff assuring compliance to regulations, policies and directives related to supply/inventory management; developing performance standards, conducting staff evaluations, conducting staff training; performing analysis and studies on supply and inventory management processes, including quantitative analysis (costs; fund control points), to develop strategies for process and organizational improvements; and applies exceptional in-person and in-writing communication skills to direct staff, advise management, and produce correspondence and reports. We will not make assumptions regarding experience.) -OR- SUBSTITUTION OF EDUCATION FOR EXPERIENCE (TRANSCRIPT REQUIRED):Successful completion of a Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M., if related. -OR- COMBINATION OF EDUCATION AND EXPERIENCE (TRANSCRIPT REQUIRED): Combinations of successfully completed graduate education and specialized experience, as described above, may be used to meet total qualification requirements. Note: Undergraduate education is not creditable for this GS-11 position; therefore, it is not necessary to submit undergraduate-level transcripts.

Physical Requirements:Day-to-day management is difficult to administer as a substantial portion of property assets are located in geographically dispersed areas, in various buildings throughout the medical center, as well as off-site locations. Operations require special handling, storage, and spill containment procedures and training due to various work setting, including warehouses, stock rooms, oxygen bulk rooms, operating rooms, and other specialty areas and frequent use of protective clothing or gear is required. Areas of work managed range from extremes of temperature, humidity, and ventilation controlled areas to no environmental controls at all.
Receiving Service Credit for Earning Annual (Vacation) Leave:Federal Employees earn annual leave at a rate (4, 6 or 8 hours per pay period) which is based on the number of years they have served as a Federal employee. VA may offer newly-appointed Federal employee's credit for their job-related non-federal experience or active duty uniformed military service.
