The Program Manager manages all Task Order Compliance, manning, CDRLs, Financials, and Budget execution. Responsible for compliance of numerical data for use in maintaining accounting as it pertains to contract completeness and adherence to Company Policy and Government Regulation. Manages the completion of complex budgeting and accounting functions; conduct financial, statistical, and analytical studies; prepare and assists in the preparation of financial reports. Reviews Accounts Payable and Accounts Receivable reports and execution. Manages all Expense Reports as it pertains to the successful execution of the contract. Reviews Time Keeping Accounting through DELTEK. Manages accounting of the Annual Budget and coordinates with the Vice President on solid financial approaches and strategies to execute work on budget. Prepares input for EACs, ETCs, and Program Reviews. Manages subordinate Managers, Supervisors and subordinate support personnel. Sets planned workload and daily work execution for subordinate personnel. Primarily responsible for the overall successful execution of all work and tasks on contract. Reports all accounting issues and provides sound accounting advice to the Vice President. Responsible for the execution of Staffing, Purchasing, Scheduling across multiple projects. Responsible for the profitability of all operations to include commercial appliance repair operations.ESSENTIAL FUNCTIONS Reviews and Forecasts revenue and profit at the project and contract level Analyze and report budget variances and investigate those variances with project/company managers. Be able to interact successfully with US Government and Vendor companies. Be able to successfully manage contract within DCMA / GFR and DCAA guidelines and regulations. Be able to read and interpret Military Regulations. Be able to operate within Government and Manages and evaluates subordinate Managers and Support personnel. Sets daily workloads and manages employee time effectively. Overall responsible for task completion, task order compliance or overall contract success as applicable.KNOWLEDGE, SKILLS, and ABILITIES Ability to read, interpret, and analyze financial and contractual documents such as Amendment of Solicitation/Modification of Contract (MODS/Awards), ledgers, purchase order reports, invoices, revenue worksheets, non-labor reports, PSRs, labor reports, aging report, COGNOS Reports including Statement of Indirect Expenses, General Ledger, Timesheet History Report, Billing History, and procedure manuals. CDRLs, Military Regulations, FAR and DFAR Clauses, Contract negotiations, Develop Quotes and Bids. Manage Tasks Orders within Budget and Time constraints. Ability to write routine reports and correspondence. Ability to calculate figures and amounts such as discounts, interest, commissions, proportions, percentages, area, circumference, and volume. Ability to solve practical problems and deal with a variety of concrete variables in situations where only limited standardization exists. Ability to interpret a variety of instructions furnished in written, oral, diagram, or schedule form. Position requires interaction within the department on routine matters and externally through purchasing and property personnel. Requires the use of judgment to plan, perform; general decisions are made to solve a problem or select a course of action for a standard or recognized method of operation. Job Requirements: Program Manager IV BS degree desired or equivalent documented experience with at least 10 years of task related supervisory experience required to be able to obtain and maintain a Government Secret or Top Secret Security Clearance as required.
