POSITION OVERVIEW

Workdays & Hours: Monday – Friday, 8 am – 5 pm*

DESCRIPTION OF DUTIES/ESSENTIAL FUNCTIONS

  • Leads and manages the Property Management Division for the General Services Department, which encompasses the coordination and leadership over 180 employees and maintenance of 300 + facilities.

  • Oversees the renovation, construction, operations, and maintenance functions of high rise buildings, police command centers, fire stations, health centers, multi-service centers, libraries, municipal courts, City Hall, the Houston Emergency Center, the Houston Permitting Center, the Houston TranStar building and other City owned properties and leased facilities.

  • Monitors work flow, coordinates, supervises, trains and evaluates staff.

  • Determines procedures used in day-to-day operations to protect and improve the security and safety of city employees.

  • Ensures that the delivery of facility and janitorial services provided to Client Departments meets their unique needs in order for them to conduct their business.

  • Supervision for a staff of seven direct reports providing various functions such as budget/financial reporting, purchasing, environmental consulting, contract management, client department relations, and property management.

  • Manages the delivery of HVAC, electrical, mechanical, plumbing, custodial services, and landscaping services to City owned and/or leased buildings.

  • Reviews and tracks key performance indicators as it relates to preventive maintenance efforts versus reactive maintenance.

  • Forecasts future program needs and identifies scope for budgeting of operating and capital needs.

  • Makes presentations to City Council, government agencies, and other organizations as needed

  • Stays abreast of all current guidelines and research concerning best safety and maintenance operation practices.

WORKING CONDITIONS

The position works in a variety of environments indoors and outdoors.

This is a General Services Department Emergency Management position at the Tier 1 Level.

MINIMUM REQUIREMENTS

EDUCATIONAL

Requires a Bachelor's degree in Business Administration, Public Administration or a field closely related to the work being performed.

Directly related professional experience may be substituted for the education requirement on a year-for-year basis.

EXPERIENCE

Seven years of progressively more complex/responsible administrative experience are required, with at least three of the years in a supervisory capacity.

Master's degree in Business Administration, Public Administration or a field closely related to the work being performed may be substituted for two years of experience.

LICENSE

Valid Texas Driver's License and compliance with the City of Houston policy on driving (AP 2-2).

PREFERENCES

Preference will be given to applicants with experience leading facility maintenance operations. Preference will also be given to applicants with the ability to develop and maintain robust working relationships internally and externally and willingness to respond to situations on 24/7 basis. Knowledge of HVAC systems, facility maintenance programs and work order systems is a plus.

Preference shall be given to eligible veteran applicants provided such persons possess the qualifications necessary for competent discharge of the duties involved in the position applied for, such persons are among the most qualified candidates for the position, and all other factors in accordance with Executive Order 1-6.
