CVS Health Procurement Contracts Senior Manager in Hartford, Connecticut

Job Description

Fortune 7 CVS Health has a dynamic opportunity for a Strategic Procurement Contracts Senior Manager to join our dedicated team. As the Senior Contracts Manager you will be responsible for the overall strategy, direction and execution of the contracts management function for the CVS Health enterprise. Your primary duties will include direct supplier negotiation for Non-Merchandise/Not for Resale transactions, negotiating contract terms and conditions for complex agreements and statements of work, and collaboration with Legal and other key stakeholders. You will serve as the primary contact for Leadership for any Contract issues that arise. Duties include the development, maintenance and enforcement of contract templates and supporting the overall administration, tracking, and analysis of contracting activity and compliance. You must have demonstrated capability in drafting and negotiating large-scale, highly complex agreements including, but not limited to, the purchase of goods, professional services in industries ranging from print services to healthcare. In addition,you will have ownership of contract and template development,contract standards and key terms and conditions. You will also have responsibility for the drafting and review of modifications, amendments,Statements of Work and other relevant Non-Merchandise/Not for Resale contract documents. In addition, as the the Sr. Contracts Manager you will be expected to research and resolve contracts disputes and problem resolution related to agreements.

Primary Duties & Responsibilities:

  • Manage a group of individuals, in multiple locations, to ensure that all projects are completed accurately, completely and within timelines.

  • Manage workload of professionals located in Woonsocket and potentially other locations.

  • Review and comment on all RFI, RFP, RFQ and contracts created by Strategic Procurement on behalf of CVS Health.

  • Make sound business decisions based on available information relating to sourcing opportunities for CVS Health; Determine strategy for negotiations of expense and capital items to achieve savings goals for CVS Health.

  • Represent Strategic Procurement and CVS Health with internal customers, vendors and outsiders and interact with professionalism at all times.

  • Become a role model for the department. Mentor and guide staff where appropriate and discipline when necessary.

  • Collaborate with other staff to maintain Strategic Procurement Process Manual and templates: manages changes to the current Strategic Procurement Process Manual and templates working directly with the Director, Strategic Procurement Contracts.

  • Perform work on special projects as assigned by management.

  • Obtain feedback, build business relationships and reduce to contract language addressing specific issues raised by internal stakeholders including, but not limited to Legal, Compliance, Risk Management, Information Privacy and Governance,Internal Audit, and Tax Contract Negotiation and Management.

  • Adhere to the goals, standards, policies and objectives of the NON-IT Sourcing and Contract Management team.

  • Lead all aspects of supplier contract negotiations.

  • Lead the development and maintenance of terms and conditions for purchasing agreements and contracts.

  • Lead activities which ensure suppliers meet defined requirements, goals and targets.

  • Support contractualization of supplier improvement targets in cost, quality, and on-time delivery to existing agreements.

  • Provide analysis, documentation and interpretation of contractual rights and obligations internally and externally, ensure that due diligence is practiced in complying with the stated terms and conditions.

  • Work with vendors, vendor managers and internal stakeholders to maintain a professional relationship.

  • Serve as a point of contact and subject matter expert for contractual matters.

  • Support the identification and investigation of cost of ownership opportunities including non-purchase price driven opportunities Contract Compliance and Administration.

  • Implement contract modifications to accommodate regulatory, legislative, industry or legal changes. Seek advice from legal, compliance, and other key internal stakeholders when appropriate.

  • Work with audit, compliance, security, privacy and other internal personnel to review and approve contract documentation.

  • Schedule and attend meetings with key internal stakeholders related to the Sourcing process,compliance, audit and vendor management functions to ensure continued alignment on key policies which affect contracts. - Support the Contract Administration function, including aspects of Contract Administration,Document Management, Process Workflows, and Reporting & Compliance requirements.

  • Update and maintain contract templates and other required documents as necessary.

Required Qualifications

  • Minimum of 5 year of experience working in a contracts support environment.

  • Minimum of 5 years of experience drafting complex contractual documents, memorandum, and other relevant correspondence.

  • Minimum of 3 years of professional experience and knowledge advising senior leaders/executives on contract law and risks and how these issues impact the contracting process.

Preferred Qualifications

  • Experience within the Retail and/or Healthcare Industries is preferred.

  • Experience with Ariba Contract Management is strongly preferred.

  • A legal degree or degree in contract administration, public administration, business management or a closely related field is strongly preferred.

  • Certified Purchasing Manager (C.P.M.) or Certified Public Purchasing Officer (C.P.P.O.), Certified Federal Contracts Manager (CFCM), Certified Professional Contracts Manager (CPCM) designations preferred.

  • MBA or JD preferred.

  • Professional experience managing, training and developing of people preferred.

Education

Bachelor's Degree required from an accredited four year college or university.
