Position Objective: Provides personnel security analysis, support and resolution of issues of low and medium complexity in an office environment.
Duties and Responsibilities:
Provide support for various functions and analysis to facilitate personnel security clearance determinations based on customer requirements and all applicable government regulations, guidelines, Executive Orders and Intelligence Community Directives (ICD).
Provide oversight, analysis and support for processing information received from Facility Security Officers (FSOs) regarding subject’s dates of availability for a CONUS interview with OPM investigators; and coordination with OPM Catch ‘em in CONUS team for scheduling.
Perform Record and Data Management for personnel security records in various National Security Databases (NSDs); add, delete, and create documents for workflow process and assignment.
Receive, analyze and distribute incoming personnel security documentation received via mail, fax, email, OPM portal, CATS or other means.
Review and analyze all submitted Classified Information Non-Disclosure Agreements (SF-312) and make acceptance or rejection determination into appropriate database; notify FSO of status using appropriate system of record.
Review initial investigation submissions for completeness, troubleshoot, identify and report on trends associated with release to e-QIP to OPM.
Perform various Personnel Clearance (PCL) oversight functions, such as research on overdue periodic reinvestigations and aging interim clearance populations and take appropriate action(s) as needed.
Serve as First Tier support for escalation of requests from the Personnel Security Community that are routed through the DSS Knowledge Center.
Create and maintain database tracking systems in JPAS, CATS or other personnel security databases.
Provide trend analysis and data reports associated with tracking case workload and cycle time associated with all work performed.

Top Secret Clearance
High School Diploma and two (2) years of relevant experience or Bachelor’s Degree with one (1) year of relevant experience.
Working knowledge of the Joint Personnel Adjudication System (JPAS), preferred.
Working knowledge of Industrial Security Reporting System (ISRS), preferred.
Working knowledge of Industrial Security Facilities Database (ISFD), preferred.
Working knowledge of Defense Clearance and Investigations Index (DCII), preferred.
Working knowledge of OPM’s e-QIP industrial and personnel security applications/systems, preferred.
Familiar with National Industry Security Programs (NISP).
Working knowledge of Microsoft Outlook, Word and Excel.
Effective oral and written communication skills.
