PDS Tech Inc Government Proposal Pricing Lead (Contract) in Grand Prairie, Texas

PDS Tech, Inc. is seeking a Government Proposal Pricing Lead in Grand Prairie, TX.

Position Summary:

This is a contracted position for an experienced senior Government Proposal Cost Estimator and Pricer who will lead and be responsible for the development of all aspects of the cost and pricing for a large complex DoD proposal subject to the requirements of Federal Acquisition Regulations 12 or 15.

This assignment is expected to be approximately six (6) months in duration.

Primary Responsibilities:

Proposal development 60%

  • Responsible for all aspects of the cost volume, estimating and pricing activities for a major DoD proposal effort

  • Participate in, support and lead the development, preparation, presentation and review of the costing and pricing for submission to the U.S. Government

  • Interpret pre-RFP, draft RFP and formal RFP requirements for analysis and review

  • Develop detailed complex cost and pricing models and business cases

Planning and organization 20%

  • Coordinate and provide direction to internal functional areas and departments (Contracts, Programs, Bid & Proposals, Engineering, Industry, Purchasing, and other support functions) to task, receive inputs and feedback to develop and support the submission of a fully compliant bid response

  • Attend and schedule meetings on a regular and ad-hoc basis to receive and provide updates

  • Schedule and manage meetings as required to solicit information and feedback needed to develop the detailed cost and pricing

  • Develop a project plan, schedule, road map to organize, monitor and track progress

Analyst coordination 20%

  • Coordinate Pricing Analyst activities in support of the development of the cost and pricing

  • Required: BS in Accounting or Finance

  • Preferred: MBA or MS in Accounting or Finance


  • Required: Minimum 5-7 years U.S. Government contracts proposal experience

  • Preferred: Experience with Firm Fixed Price (FFP) contract types for:

  • Major programs (as the prime contractor)

  • Aircraft production and delivery

  • Full Contractor Logistics Support (CLS)

  • Development of a Parts by the Hour (PBH), Support by the Hour (SBH), or firm-fixed price flying hour rate (FHR) for helicopter maintenance, nose to tail, major components and engines

  • Support & Services

  • Fleet aircraft training program (classroom, aircraft and simulators)

  • Subcontractor management

Knowledge, Skills, Demonstrated Capabilities:

  • Required:

  • Must be highly proficient with MS Excel and Powerpoint

  • Requires strong proposal analysis and financial modeling skills

  • Ability to work independently, multi-task and thrive in a fast paced deadline-driven environment

  • Willing to work extended hours as needed to finish the job

  • Able to fully support the successful proposal completion and submittal, as well any subsequent fact finding, audit, updates and revisions and negotiations.

Communication Skills (Spoken, Written, Influencing, Proficiency in Other Languages):

  • Excellent written and verbal communication skills required

  • Must be able to communicate professionally, respectfully and effectively at all levels

Technical Systems Proficiency:

  • SAP experience would be a plus

Travel Required:

  • 10 % Domestic and International


  • US Person under ITAR definition (U.S. Citizen, green card holder or person covered under our existing ITAR license)

Decision Making, Complexity:

  • Participate in and lead formal costing exercises and pricing strategy discussions

  • Must be able to manage potentially conflicting priorities and direction to ensure cost and pricing are reasonably estimated and deadlines met

  • Ensure costs are properly identified and costed to support internal reviews and management decisions

  • Drive the proposal cost and pricing content from contributors by identifying, communicating, recommending, requesting, and monitoring the data and information needed

  • Work closely with Capture Manager to ensure alignment of cost and pricing decisions and direction

Organizational information:

This position reports into the Government Pricing group within the Cost Accounting department, and has one contract direct report (a Pricing Analyst).

This is a highly critical function in support of a major DoD proposal effort with high visibility and expectations at the most senior levels of the company.

  • Vision: able to see and read computer screen and other electronic equipment with screens, able to read documents, reports and engineering drawings. [Daily]

  • Hearing: able to hear to participate in conversations in person and via teleconference or phone and to hear sounds on production floor including safety warnings or alarms. [Daily]

  • Speaking: able to speak in conversations and meetings, deliver information and participate in communications. [Daily]

  • Equipment Operation (personal computer, telephone, copies, fax machine, and related office equipment and using electronic identification card to enter building floors and internal doors): able to operate most office and personal electronic equipment and some tools including production tools such as hydraulic lifts. [Daily]

  • Carrying: able to carry documents, tools, drawings, electronic equipment up to 30lbs/14kgs. [Carrying documents only several times a week or month]

  • Lifting: able to lift documents, tools, drawings, electronic equipment up to 30lbs/14kgs. [Lifting documents several times a week or month]

  • Pushing / Pulling: able to push and pull small office furniture and some equipment and tools. [Infrequently]

  • Sitting: able to sit for long periods of time in meetings, working on computer. [Daily]

  • Squatting / Kneeling: able to squat or kneel to retrieve or replace items stored on low shelving.

  • Standing: able to stand for discussions in offices or on production floor. [Infrequently]

  • Travel: able to travel independently and at short notice. [10% possibly]

  • Walking (include routine walking such as to a shared printer to retrieve documents): able to walk through office and production areas including uneven surfaces. [Daily]
