JourneyCare Vice President of Informational Technology in Glenview, Illinois

Job Descriptions:

The Vice President of Information Technology, under the leadership of the Chief Financial Officer, is responsible for and oversees all activities to provide the strategic direction and execution of information technology objectives for the organization. Additional responsibilities include proactively leading the implementation and maintenance of systems, infrastructure, architecture, and service delivery standards and procedures for the agency. The Information Technology function includes (a) collaborating with executive leadership to set short and long term strategic objectives, (b) keeping current on new developments in information systems technology and plans for the future, (c) assessing the relative impact of IT industry trends to current and future agency needs, and (d) developing a future vision and implementing best practices for the agency.

The Vice President of Information Technology position will be located in our Glenview, Illinois office.

Leads and develops strategic plans for IT Operations including data administration, security, change management, telecommunications and client platform teams

  • Actively participates in strategic planning for the Agency

  • Develops and maintain 3 to 5 year IT strategic plan that aligns with agency goals, is informed by emerging technological developments and balances performance ideals with financial realities

  • Leads change management and risk management efforts, identifying appropriate resources needed and developing schedules to ensure timely completion of projects

  • Provides leadership, set strategic objectives and ensures department plans are in alignment with agency goals and business planning processes

  • Provides guidance and oversight to IT team, ensuring appropriate structure and projected time frames are in place to reach the goals and objectives of the agency strategic plan

  • Translates business strategy into operational and capital plans that link the organization’s mission and vision to measurable goals

  • Develops and directs the implementation of strategic business and/or operational plans, projects, programs, and systems

Provides leadership in IT strategy, operations, cost-optimization, ROI/Business Value models, innovation and efficiency improvement

  • Articulates the Mission, Vision, Values and Goals of organization

  • Drives the department’s vision and direction in alignment with overall agency business strategies

  • Builds highly effective teams that demonstrate consistently exceptional performance and are seen as key resources to the agency

  • Evaluates, recommends and coordinates changes and improvements in information technology management systems

  • Sets goals, objectives, staffing, and work standards and monitor performance against standards

  • Acts as a resource and support to staff, removing barriers to effective performance

  • Ensures annual review of all department staff positions

  • Ensures current position descriptions for all department staff

  • Ensures staff members are cross-trained and procedures are documented

  • Evaluates the performance of departments and staff and assess performance on an ongoing basis through written and verbal feedback, recognizing positive performance and counseling/conducting corrective actions for performance that does not meet expectations

  • Ensures that job responsibilities of direct reports are defined and understood

Provides detailed guidance to multi-functional teams through project planning and other large collaboration efforts

  • Develops and implements technology roadmap

  • Develops and maintains agency systems architecture defining standards and protocols for data exchange, communications, software and integration of information systems

  • Ensures appropriate systems are in place to analyze, select, implement and monitor performance of software systems

  • Ensures appropriate systems are in place to monitor and maintain the network including architecture, hardware, installation of updates and patches, performance analysis and capacity planning and security protocol development and enforcement

  • Ensures appropriate systems are in place to analyze and respond to organizational information and technology needs, including processes for identifying and prioritizing reporting and technology needs and implementing solutions

  • Maintains the highest possible level of customer service and responsiveness to end user needs; ensure systems are in place to complete root cause analyses and to track support requests and resolutions

  • Manages expectations and change through effective, timely communication of the why, what, where, when, who and how

  • Fosters an environment of open communication and problem solving

Ensures financial accountability and stewardship to meet fiscal goals

  • Develops and maintains Information Technology operating model that balances service goals and financial performance; monitor performance against model and take corrective action as needed

  • Operates in a manner that demonstrates understanding of the value of technology assets, making sound decisions regarding routine and emergency expenditures

  • Develops and maintains corporate policies aimed at minimizing costs related to the acquisition, implementation and operation of IT systems

  • Evaluates technology and service alternatives, perform cost/ benefit analyses and recommend solutions that minimize costs while meeting service needs and minimizing risks

Implements effective project management plans

  • Leads project development related to the Information Technology initiatives

  • Applies best practices in project management

  • Keeps management informed of progress and priorities for IT projects

  • Ensures agency standards for requests for proposals are adhered to for any significant expenditures or vendor selections

  • Monitors progress and drive timelines to meet agency goals

  • Provides oversight to contractors, associated vendors and consulting services

Ensures risk management best practices are implemented

  • Acts as organizational HIPAA Security Officer:

  • Implements, manages and enforces information security directives as mandated by HIPAA

  • Ensures the ongoing integration of information security with business strategies and requirements

  • Ensures that the access control, disaster recovery, business continuity, incident response and risk management needs of the agency are properly addressed

  • Leads information security awareness and training initiatives to educate workforce about information risks

  • Performs ongoing information risk assessments and audits to ensure that information systems are adequately protected and meet HIPAA certification requirements;

  • Works with vendors, outside consultants and other third parties as needed to improve information security within the agency; and lead an incident response team to contain, investigate and prevent future computer security breaches

  • Leads continued development, refinement and maintenance of the Disaster Recovery and Business Continuity Plans

  • Identifies and evaluate key risks to the organization’s assets and operations

  • Ensures programs are in place to protect the agency’s technology assets

  • Ensures appropriate systems to monitor compliance with licensing requirements

  • Ensures arrangements for contracted software and hardware support are tracked and maintained to ensure safeguarding of technology investments and business continuity

  • Defines, deploys and maintains policies and procedures to confirm compliance with laws, regulations, and standards

Implements quality assessment, performance improvement and innovation programs

  • Supports organizational efforts focused on continuous improvement

  • Provides guidance and oversight for quality assessment and improvement projects

  • Leads the development of IT quality standards and measurement

  • Analyzes the details of operations to determine the need for enhancements

  • Uses data analysis to communicate trends in quality of service

  • Leads staff training and development for quality improvements

  • Maintains ongoing involvement and follow through with system improvement changes.

  • Fosters innovation in the information technology function


  • Maintains current knowledge of organizational policies and procedures, federal and state regulations and directives and pursue best practices in all department activities

  • Participates in information technology on call rotation

  • Participates as a member of Management Team, setting strategic direction for the organization and advancing execution of strategic goals

  • Participates in internal work groups, meetings, and committees relative to position responsibilities

  • Ensures the thorough, current written procedures covering all areas of responsibility

  • Ensures cross-training for all duties and provide back-up for other team member duties as needed

  • Educates staff throughout the organization on information technology issues

  • Maintains adequate documentation/ support for all work in a neat and organized fashion

Required Experience:

  • Bachelor’s degree in computer science, information systems or related field

  • Possession of a Network Administration Certificate and Microsoft Certified System Engineer is preferred

  • Minimum of ten (10) years of experience with increasing responsibilities for management and support of healthcare information systems and technology; direct leadership and management of a major IT operation preferred

  • Minimum of seven (7) in current years project management experience

  • Supervisory experience in an information systems setting required

  • Experience working as part of a cross-functional leadership team

  • Experience in agency, department and IT strategic planning

  • Experience with budgets, cost/ benefit analysis and cost projections

  • Experience with disaster recovery and business continuity planning

  • Experience with and knowledge of software development languages, report writers, WAN and LAN technologies, wireless networks, IP telephony, web design, SQL, Crystal Reports, Sharepoint, Windows Operating Systems, Adobe, Internet Explorer, Microsoft Access and other database programs, Microsoft Excel, Microsoft Word, Microsoft Outlook, Microsoft Powerpoint, Microsoft SQL Server, Microsoft Visio

  • Experience with and knowledge of electronic health record systems

  • Experience with and knowledge of computing and networking hardware including personal computers, servers, hubs, switches, routers, modems and telecommunications equipment

  • Experience and proven skills in negotiating with vendors and managing vendor relationships

  • Experience presenting to and collaborating with Boards of Directors and Board committees strongly preferred
