This position is located within the Scheduling Operations Service at Phoenix VA Health Care System. The Supervisory MSA has full administrative and professional responsibility for the planning and directing of the MSA's daily activities. Supervisory MSA work impacts the administrative aspect of patient care, including access, scheduling, and coordinating appointments using advanced clinic access principles. Oversight will be provided for personnel issues, training, and recommending improvements.

Ensures the management of accurate and timely patient care coordination Sets team goals and directs the work of Medical Support Assistants. Evaluates work performance and completes performance appraisals and disciplinary actions. Coordinates and approves leave and arranges cross coverage as needed. Instructs employees in assigned tasks and job techniques, conducts formal and informal on-the-job training, and answers questions on procedures, policies and directives. Extracting and analyzing data in order to provide reports in support of performance measures to senior management. Ensures all annual training requirements are completed by all staff under their supervision. Composes letters as part of supervisory duties such as advanced sick leave requests, donated sick leave, personnel actions, etc. as well as letters to patients including assisting with necessary forms or letters. Serves as the clinic system coordinator for areas of responsibility. Ensures consults are addressed by staff in a timely manner including setting goals, assigning and reviewing work, setting deadlines, and taking corrective action when goals are not met.

Basic Requirements: * United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy. * One year of experience equivalent to the next lower grade level. Preferred Experience: At least 1 year of previous leadership experience preferred At least 2 years of demonstrated experience scheduling appointments preferred
Grade Determinations: Experience: One year of experience equivalent to the next lower grade level (GS-7). GS-7 level experience is experience demonstrating the ability to monitors and make work assignments, provides input on performance, resolves daily workplace issues and maintains efficient workflow. Assignments at this level include, but are not limited to: assuring coverage of all areas of responsibility; conducting ongoing reviews to ensure quality of work; ensuring accurate and timely scheduling of appointments; providing guidance to staff members to include changes in policies and procedures; distributing and balancing workload; creating and maintaining employee work schedules; orienting and providing on-the-job training for new and current employees; ensuring all training requirements are met; organizing the work structure of his/her assigned areas; and acting as liaison between MSA and staff in order to resolve day to day conflicts. For all assignments above the full performance level, the higher level duties must consist of significant scope, administrative independence, complexity (difficulty) and range of variety as described in this standard at the specified grade level and be performed by the incumbent at least 25% of the time. Applicant must be able to collaborate, communicate, set priorities, and organize work in order to meet deadlines, ensure compliance with established processes, policies and regulations; experience communicating tactfully and effectively, both orally and in writing, in order to meet program objectives. This may include preparing reports in various formats and presenting data to various organizational levels; Experience demonstrating advanced knowledge of managing a clinic, independently utilizing reference sources, decision making, and empowering the team to collaborate and resolve problems within a complex systems environment; experience demonstrating advanced knowledge of policies and procedures associated with operational activities that affect the patient flow, patient care, and the revenue process.
Demonstrated Knowledge, Skills, and Abilities: Candidates must demonstrate the KSAs below: 1. Ability to provide the full range of administrative and supervisory duties which includes assignment of work, performance evaluations, selection of staff, and recommendation of awards and/or advancements. 2. Ability to collaborate, communicate, and demonstrate customer service and interpersonal skills with all healthcare professionals to ensure quality/continuity of care and ensure compliance with established policies and regulations. 3. Ability to provide briefings, orientations, staff development, and training. 4. Ability to manage fiscal matters, forecast resource and equipment needs, and identify budget needs.
