State of Georgia Senior Staffing Manager in Fulton, Georgia

Under general direction and reporting to the Director of HR and Learning, responsible for management and oversight of staffing related activities at all DBHDD locations. This includes workforce analysis/planning, recruiting (both external and internal), staffing branding, developing and maintaining relationships internally and with staffing related vendors, determining appropriate classification of staff (employee, independent contractor, agency, intern, etc.), driving appropriate rfp/rfq activities to assure staffing gaps are minimized, management and development of all staffing-related resources, and assuring appropriate automated tools are present to drive and report on staffing results.

Specific job duties include:

Workforce analysis and related planning

Developing/communicating overall staffing strategy to assure needed skills are available

Developing and maintaining relationships with staffing vendors (20 )

Developing and maintaining staffing policies

Providing direction and mentoring to subordinate staff

Providing single point of contact for any significant staffing or staffing related vendor related issues

Advising Sr. and Executive management on appropriate/most effective recruiting strategies

Maintaining relationships with Sr. Management and Executive staff to assure needed skill sets are known and obtained timely

Developing RFP’s and RFQ’s for needed staffing vendors

Driving development of appropriate automated tools to increase staffing effectiveness

Acting as executive recruiter where needed/appropriate

Partnering with peers/superiors/subordinates as appropriate to advance the mission of DBHDD

Preferred Qualifications:

Related graduate degree

Minimum of 5-7 years of demonstrated workforce analysis/planning, strategy development and operational experience in full life cycle recruiting

Demonstrated in-depth analytical and reporting skills

Excellent oral and written communication skills with/to all levels of staff/stakeholders

Workforce and staffing related contract development, management, and administration

Minimum of two years’ experience leading/supervising staff, particularly high volume recruiters in a healthcare environment

Experience using Taleo, or other ATS

Proficiency in Microsoft Office (Word, Power-Point, Excel) and HRIS Systems

Valid Ga. Drivers’ license

Ability to travel statewide, as required

Bachelor's degree in a related field AND Four years of supervisory human resource experience. Note: An equivalent combination of education and job specific experience that provided the knowledge, experience and competencies required to successfully perform the job at the level listed may be substituted on a year-over-year basis.
