JOB SUMMARY:Under limited supervision, provides expert level professional support in one or more of the following areas: OMAT, maintenance, construction, intermodal, planning, utilities, surveying, environmental or traffic. May also serve as a lead worker providing training to lower level staff.

JOB SPECIFIC DUTIES:Under broad supervision of the State Safety Oversight (SSO) Manager, the Rail Safety and Security Specialist 1 will provide support to the overall management, operation and administration of the Federal Transit Administration (FTA) State Safety Oversight (SSO) program. The Georgia Department of Transportation is the Designated SSO Agency and subject to the requirements of MAP-21 under 49 U.S.C. 5329(e). Currently the SSO program oversees the Metro Atlanta Rapid Transit Authority (MARTA), Heavy and Light Rail to ensure regulatory compliance of these public transit systems.Job responsibilities and technical skills include but are not limited to

  • Possesses the technical skills and abilities to understand and interpret the Program Standard of the State Safety and Security Program and capable of assisting with the overall management of the Department’s State Safety Oversight Program

  • Assists with oversight to ensure rail transit agencies compliance with all applicable State and Federal Regulations and State Safety and Security Oversight Program Standard

  • Assists with oversight and monitoring of rail transit operations including standard operating procedures, accident investigation procedures, bulletins, rule books, operation procedures, maintenance plans, training plans, hazard management corrective actions and record keeping activities.

  • Assists with on-site safety and security inspections and reviews of rail transit controlled property, rail transit vehicles, and rail operations.

  • Assists with monitoring activities to verify compliance of reporting and investigation standards included in the RTA Safety and Security Oversight Programs.

  • Attends scheduled rail transit meetings as required and participates in scheduled audits and reviews.

  • Assists with investigations and assessments to identify hazards, deficiencies and vulnerabilities of rail fixed guideway system operations and infrastructure.

  • Assists with developing data to track and analyze operations/incidents and safety compliance in collaboration with federal, state and local agencies.

  • Performs other job related duties as assigned

MINIMUM QUALIFICATIONS

The selected candidate must meet the advertised minimum qualifications to include State Entry Qualifications as well as Agency Specific Minimum Qualifications

STATE ENTRY QUALIFICATIONS:

  • Bachelor's degree from an accredited college or university in a related field AND Two years of related experience

  • OR Associate's degree in a related field from an accredited college or university AND Three years of related experience

  • OR One year of experience required at the lower level Transportation Specialist 3 (TRP052) or position equivalent.

AGENCY SPECIFIC MINIMUM QUALIFICATIONS:

  • Bachelor’s degree at an accredited college or university in a relevant area of public transportation, engineering or safety related field and minimum of two years of experience in a rail fixed guideway public transportation environment with safety-related responsibilities at the federal, state, or transit agency-level

  • OR An equivalent combination of experience and education in a related field

  • Possesses a working knowledge of safety related federal laws and regulations

AGENCY MINIMUM COMPETENCIES:

  • Demonstrated ability to assist with planning, coordination and management of multiple projects within the designated area of responsibility to meet short and long term deadlines

  • Demonstrated ability to communicate information clearly concisely and effective

  • Demonstrated ability to analyze issues, facts and available information to develop logical solutions; researching inconsistencies of facts or data; drawing correct inferences form information and making recommendations that support business decisions

AGENCY PREFERRED QUALIFICATIONS:

  • Current certification as an Associate Safety Professional (ASP) or a Certified Safety Professional (CSP)

  • Bachelor’s degree at an accredited college or university in safety, health the environment or a closely related field

  • Minimum of four years of experience in a rail fixed guideway public transportation environment with safety-related responsibilities at the federal, state, or transit agency-level.

  • Technical understanding of applicable Federal Transit Administration (FTA) circulars, orders and regulations

  • Demonstrated experience working with FTA, consultants and other team members to ensure compliance and alignment with best practices to enhance the safety and security of the traveling public

In addition, an employee must have an overall ePerformance rating score of three (3) or higher on their most current evaluation. Human Resources may remove any employee from consideration for selection who is pending a disciplinary action; however, if the action is resolved in the employee’s favor, he or she will be allowed to compete.
