JOB SUMMARY:

Under general supervision, as an entry-level professional, performs real estate duties in a learning capacity in either the district or General Office. This position will be with the Relocation Benefits Unit of Right of Way. Prepare right-of-way relocation planning studies and related specialty reports. Research housing and prepare relocation replacement housing studies. Prepare relocation benefits offer packages. Review and review/process relocation benefits claims for payment. Review real estate closing documentation in order to process incidental expense claims, such as property tax and survey reimbursements. May field inspect various types of real property. May research deeds, tax records, and chain of title. May assist or provide other Right of Way services support such as relocation advisory assistance, cost estimates, and property management functions.

MINIMUM QUALIFICATIONS

The selected candidate must meet the advertised minimum qualifications to include State Entry Qualificationsas well asAgency Specific Minimum Qualifications.

STATE ENTRY QUALIFICATIONS :

  • Bachelor’s degree in a related area from an accredited college or university

  • OR One year of related experience performing related real estate services

AGENCY PREFERRED QUALIFICATIONS:

  • One year of experience similar to the area of the advertised vacancy.

  • Ability to recognize and interpret symbols, lines, and other information shown on plans, profiles and maps as related to simple right-of-way activities.

  • Demonstrates a basic knowledge of real estate, property appraisal, or negotiation (e.g., acquired through experience or completion of formal courses in these areas).

  • Ability to visualize before and after conditions of property based upon map information (such as slope and boundaries) and explain these changes to affected persons.

  • Ability to teach others in duties related to right-of-way functions.

  • Ability to use appropriate technology to locate, record, and transfer real estate data as required

  • Ability to understand and adhere to the policies, procedures, rules and regulations of the Department of Transportation and the vision, mission, and values statements of the DOT.

In addition to the interview, the final selection is based on the applicant’s work history and performance (documented in HR and/or Office files), PeopleSoft/employee status (i.e. rehire code), employee performance reviews, personnel file review (HR & Office Files), criminal background check, employment reference checks (including references and commendations from Managers and other relevant documentation) and, for supervisory positions, Demonstrates leadership skills based on past and current work history will be considered.

Good Employment Standing:

In accordance with the Interview and Selection Process (ISP), an applicant must have no active disciplinary actions to be in good employment standing. Actions that may disqualify an applicant include letters of reprimand (active for 12 months after issuance date); suspension without pay or disciplinary demotion (active for 12 months from the effective date); Performance Improvement Plans (PIP) and Leave Restriction Plans (active until 12 months after the date of conclusion). In addition, an employee must have an overall e-Performance rating score of three (3) or higher on their most current evaluation. Please note that Memorandums of Concern are not considered disqualifying factors. Human Resources may remove any employee from consideration for selection who is pending a disciplinary action; however, if the action is resolved in the employee’s favor, he or she will be allowed to compete.
