Amyx is seeking an eDiscovery Enterprise Architect to support our Defense Logistics Agency (DLA) client. DLA must respond to numerous legal actions throughout the year and is procuring an in-house software, tool(s), capabilities to support its Electronically Stored Information Disclosure and Discovery Program (ESIDD) for Electronic Discovery (e-Discovery). ESIDD includes, but is not limited to, the management of electronically stored information (ESI) disclosure and discovery for e-Discovery in litigation, Freedom of Information Act (FOIA) requests, Congressional requests, and investigations. E-Discovery within the overarching DLA ESIDD program can be analyzed through the conceptual multi-step framework of the Electronic Discovery Reference Model (EDRM), which identifies stages to govern, identify, preserve, collect, process, review, analyze, produce and present Electronically Stored Information (ESI).

  • This project is in support of DLA’s acquisition of and support for a COTS/GOTS software solution to assist the Agency with its e-Discovery program. The Amyx team will provide services to include, but is not limited to: 1) assistance with mapping current e-Discovery processes, 2) developing an improved “to-be” process, 3) providing consultation to develop a requirements package for a COTS/GOTS e-Discovery software solutions, 4) preparing documentation to assist in DLA contracting actions to select a software solution, which will be purchased under a separate contract. Prior to the software solution contract award, the contractor will continue to assist the Officer of the General Counsel (OGC) and Program Management team with e- Discovery processes between phases 1 and 2. The team will then 5) implement that solution across the DLA Enterprise to approximately 100 users, and then 6) manage that software for the life of the contract.

  • The objective is to provide DLA with an in-house user-friendly solution that meets requirements and has the required security controls and data protection functions to comply with all Federal and Department of Defense (DoD) requirements. The team will assist the DLA Office of the General Counsel (OGC) and the J6 Program Manager by providing subject matter expertise for ESIDD, support the preparation to solicit for a contract license under a separate contracting mechanism for Commercial Off the Shelf (COTS) / Government Off the Shelf (GOTS) software to assist with ESIDD using the EDRM model. Once the software solution is chosen, the team will then assist with training, manage user accounts for the COTS/GOTS software product, troubleshoot system challenges, and manage the COTS/GOTS software solution across the DLA Enterprise. DLA will conduct this project in three phases. Phase 1 will occur prior to the awarding of a software license contract. During Phase 1, the team will provide initial contracted administrative support that will assist DLA in improving its understanding all of its e-Discovery processes, preparing documentation, and consultation to the Government for available COTS/GOTS software solution(s) to assist in streamlining the process. This team will work closely with the DLA OGC, FOIA team, Program Management team, and other DLA entities as required to accomplish tasks as outlined. This phase will take between three to six months before transitioning to Phase 2. Once the Program Management team submits the PWS for the software contract, the Phase 1 team will continue to assist the Office of the General Counsel with e-discovery process implementation, assist with developing requirement documentation, and otherwise assist with e-discovery processes as needed.

  • Phase 2 will begin after the software contract license is awarded using a separate contracting mechanism and will finish after the system is fully fielded and implemented (Full Operational Capability – FOC) across the DLA Enterprise. The team will continue to work with all previously mentioned stakeholders, install the chosen software solution, conduct training at designated locations, manage all system updates, document any system changes, build, and maintain user accounts, and troubleshoot any system problems or outages. This phase is expected to take three to six months. Phase 3 will begin after FOC and will sustain the program over the rest of the life of the contract. The team will continue all duties outlined in Phase 2 and ensure timely support to all system users across the DLA Enterprise.

  • The candidate shall help model to-be architecture diagrams using DoDAF by working with Office of General Counsel and then assist with implementation.

  • The candidate shall help in helping translate architecture diagrams into technical and functional requirements by working with the rest of the Amyx team in developing a Requirements Traceability Matrix.

The ideal candidate should be able to support the following activities:

  • Provides technical knowledge and analysis of highly specialized applications and operational environments, high-level functional systems analysis, design, integration, documentation and implementation advice on exceptionally complex problems that need extensive knowledge of the subject matter for effective implementation. Expertise in all phases of the Electronic Discovery Reference Model (EDRM), a conceptual multi-step framework of the Electronic Discovery process, which includes: (1) Information Governance; (2) Identification; (3) Preservation (4) Collection; (5) Processing; (6) Review; (7) Analysis; (8) Production; and (9) Presentation of ESI. Advise the OGC, J6 PM, and support team on ESI best practices across government. Diagram the specific types of cases that the OGC processes.

  • Provide advice on choosing a specific software solution to assist with these processes.

  • Formulates and defines systems scope and objectives based on both user needs and a thorough understanding of business systems and industry requirements. Devises or modifies procedures to solve complex problems considering computer equipment capacity and limitations, operation time, and form of desired results.

  • Considers the business implications of the application of technology to the current and future business environment.

  • Provides high-level architectural expertise regarding E-Discovery processes to OGC leaders and the Program Manager.

  • Develops architectural products and deliverables for the enterprise and operational business lines regarding all aspects of E-Discovery. Advises on selection of technological purchases concerning processing, data storage, data access, and applications development. Advises of feasibility of potential future projects to management.

  • Understand and map the current e-Discovery processes involving litigation hold, FOIA requests, investigations, and congressional inquiries.

  • Make recommendations on process improvements involving processes, information flow, and methods to streamline DLA E-Discover processes Formulates and defines systems scope and objectives based on both user needs and a thorough understanding of business systems and industry requirements.

  • Devises or modifies procedures to solve complex problems considering computer equipment capacity and limitations, operation time, and form of desired results. Analyzes business and user needs; documents requirements and translates them into proper system requirements specifications.

  • Consults on complex projects and is considered to be the top-level contributor/specialist of most phases of systems analysis.

  • Considers the business implications of the application of technology to the current and future business environment.

Supported Technologies:

  • Familiarity with industry EA tools to support modeling of DoDAF artifacts. Familiarity with eDiscovery COTS tools is a plus i.e. Relativity, Recommind, Concordance and others. Microsoft Office.

Required Skills and Qualifications:

  • Experience with COTS e-Discovery software to review and analyze data around litigation, investigations, government requests, etc is highly desired.

  • Expertise in governing information pursuant to industry standards.

  • Broad experience in the preservation of metadata.

  • Must possess IT-II security clearance or have a current National Agency Check with Local Agency Check and Credit Check (NACLC) at time of proposal submission.

  • Certified E-Discovery Specialist (CEDS) certification is extremely helpful, but not required.

  • Project Management certification is helpful, but not required.

  • Minimum Education: BS or BA degree or four (4) additional years of related experience.

  • At least 5 years of relevant experience
