The Project Management Director provides leadership to and is accountable for the performance of managers and/or senior level professional staff. Impact of work is most often at the operational or local business unit or market level - that work is self-directed and not prescribed, focused on less structured, more complex issues. Other responsibilities include reviewing the work of others, and developing innovative approaches to problems. Within the PMO, the candidate is sought out as expert, serves as a leader/mentor and is an expert in the following aspects of project management.

Primary Responsibilities:

  • Lead or contribute to the development of program or project scope statements, in consultation with applicable stakeholders (e.g., program/project charter, Statement of Work, Business Vision Document)

  • Collect, analyze and maintain financial forecast information (e.g., labor, hardware, software), using input from applicable sources (e.g., resource managers, project managers, application planners, system architects)

  • Develop/contribute to project budgets and forecasts, obtaining approvals from applicable stakeholders (e.g., cost/benefit analysis, capital planning, staffing impact analysis/assessment)

  • Establish/apply quality objectives, criteria, standards and levels using appropriate quality management methods, with input from applicable stakeholders (e.g., key performance indicators, scope definition)

  • Develop, document and implement project communication plans

  • Set team direction, resolve problems and provide guidance to members of own team

  • Review work performed by others and provide recommendations for improvement

  • Forecasts and plans resource requirements

  • Develops functional, market level, and/or site strategy, plans, production and/or organizational priorities

  • Identifies and resolves technical, operational and organizational problems outside own team

  • Lead and execute program and project level activities for major migrations

  • Coordinates across core leadership (business & technology)

  • Manage escalated risks/issues

Required Qualifications:

  • Bachelor's degree

  • 7+ Years of experience in Program/Project Management or a similar leadership role

  • 3+ Years of previous experience in an cross matrixed enterprise environment

  • Proficiency with MS Project, Excel, Visio, PowerPoint and SharePoint

  • Strong executive communication and presentation skills with demonstrated ability to communicate ideas clearly and concisely

  • Ability to own and maintain an end to end process

Preferred Qualifications:

  • Business operations strategy definition and execution in a matrixed organization

  • Familiarity with Optum and Optum’s products & services

  • Healthcare experience

  • Experience managing large scale projects using in an Agile methodology

  • Operations/Call Center Experience

  • Telephony/IVR experience

  • Excellent time management, organizational, and prioritization skills and ability to balance multiple priorities

  • Ability to gain acceptance for ideas, plans, actions and then implement flawlessly across organizational boundaries
