POSITION SUMMARY:

This position will manage the end-to-end software development cycle for assigned education data collections computer systems including the planning, analysis, design, programming, testing, and implementation of new systems and for the maintenance of existing systems.

This position will also attend planning sessions with internal customers to review upcoming requested enhancements to existing systems. As necessary, research background of requested enhancements to understand legislative requirements or educational practices driving the requests

Perform business analysis on requested enhancements considering the educational data context as well as the specifics of the request.

Design, code, and unit-test system changes for enhancements and reported defects. Work with internal customers for user-level acceptance testing of system changes.

Position will have the following primary duties:

  • Manage the end-to-end software development cycle for assigned education data collections computer systems including the planning, analysis, design, programming, testing, and implementation of new systems and for the maintenance of existing systems.

  • Design, code, and unit-test system changes for enhancements and reported defects.

  • Work with internal customers for user-level acceptance testing of system changes

  • Perform production support for user questions and research and troubleshoot issues arising in production systems

  • Attend planning sessions with internal customers to review upcoming requested enhancements to existing systems. As necessary, research background of requested enhancements to understand legislative requirements or educational practices driving the requests.

  • Perform business analysis on requested enhancements considering the educational data context as well as the specifics of the request.

  • Provide level of effort and schedule estimates to customers, taking into account other responsibilities.

  • Create and maintain effective, detailed design documentation.

  • Other duties as assigned.

Minimum Qualifications:

A Bachelor's degree from an accredited college or university in an Information Technology related field AND one (1) year of professional full life cycle development of custom web applications which must include strong Oracle PL/SQL development experience (packages, procedures and functions) and excellent troubleshooting and debugging skills.

Substitutions:

Four years of professional work IT work experience will substitute for the required bachelor's degree on a year-for-year basis.

Preferred Qualifications:

  • Experience with Oracle database

  • Experience with JAVA/J2EE

  • JDeveloper as an Integrated Development Environment (IDE).

  • Experience with WebLogic application server.

  • Experience with Cognos BI Reporting.

  • Subversion (SVN) as a source control platform.

  • Experience as an AGILE development environment, especially SCRUM.

  • Web services.

  • Experience with UI technologies such as AJAX, JSTL, JSP, HTML, DHTML, JavaScript, and CSS.

  • Experience with k-12 data/systems.

Colorado Revised Statutes require that state employees hired and promoted through a comparative analysis.
