The Health Information Office develops, implements, and maintains the Department's Health Information Technology (Health IT) and related Information Technology (IT) infrastructure, while coordinating with the Governor's Office of Information Technology and other stakeholders on HIT and IT projects that impact the Department. Major responsibilities of the Health Information Office include enhancing and maintaining the Department's health care claims payment system (Medicaid Management Information System or MMIS) and client eligibility system (Colorado Benefits Management System or CBMS) by developing requirements documentation, reviewing detailed system design approaches, proposing systems solutions to program staff and implementing systems solutions to support Department initiatives. In addition to aligning the Department's infrastructure, this Office creates a foundation for emerging Health IT solutions that will be necessary to implement the Department's transformational vision for the future of Medicaid.

Within the Office, the Eligibility Division is comprised of the Eligibility Policy Section, the Eligibility Contracts and Site Relations Section, and the Administrative Unit. The Division is responsible for policy, contract management and communications related to Medicaid and CHP+ eligibility. The Division interprets and communicates new and existing Medicaid/CHP+ law to define eligibility requirements for Coloradans, and oversees the site agreements, contracts, and regulations involved in client qualifications for Medicaid and CHP+. In addition, the Division serves as the primary contact for stakeholders concerning eligibility, including the Connect for Health Colorado Marketplace, Governor's Office of Information Technology, Centers for Medicare and Medicaid Services, and advocates.

Description of Job

The Medicaid In-Box Communication Coordinator position is a member within the Medicaid Eligibility Policy Unit and serves as a resource to eligibility sites whom have inquiries into Medicaid Eligibility Policy questions. The position is responsible for a strong working knowledge of eligibility for the Medical Assistance programs administered by the Department for researching and analyzing eligibility issues to clarify, assist, and resolve issues regarding eligibility requests for statewide eligibility workers, clients, and other partners and stakeholders. The position has a thorough understanding of the Medicaid federal regulations, interpreting the regulations, providing policy suggestions for state options, and facilitating and soliciting stakeholder input as needed. The position will independently review, research, log, and respond to eligibility inquiries as they relate to all Medical Assistance categories. The position will coordinate all correspondence including, but not limited to: County generated requests, Department-received controlled correspondence, Centers for Medicare and Medicaid Services (CMS) requests, advocate requests, and any general eligibility issues directed to the Medicaid In-Box. The position also includes working closely with Department eligibility program staff to clarify eligibility concerns and responses. The position is responsible for identifying, researching and documenting trends in eligibility inquiries in order to make recommendations to enhance program efficiencies. The position provides guidance and recommendations to increase effectiveness of current policy or to ensure compliance.

MINIMUM QUALIFICATIONS:

Education and Experience:

Bachelor's degree from an accredited institution in a field of study related to the work assignment. Two years of professional experience with researching and applying Medicaid eligibility policy and/or experience interpreting Medicaid federal and state regulations and laws.

Substitutions:

Additional appropriate experience will substitute for the degree requirement on a year-for-year basis. Additional appropriate education will substitute for required experience on a year-for-year basis.

DEFINITION OF PROFESSIONAL EXPERIENCE:

Work that involves exercising discretion, analytical skill, judgment, and personal accountability, and responsibility for creating, developing, integrating, applying, and sharing an organized body of knowledge that characteristically is uniquely acquired through an intense education or training regimen at a recognized college or university; equivalent to the curriculum requirements for a bachelor's or higher degree with major study in or pertinent to the specialized field; and continuously studied to explore, extend, and use additional discoveries, interpretations, and application and to improve data, materials, equipment, applications and methods.

PREFERRED QUALIFICATIONS:

*Experience with program development involving complex problem resolution.

*Prior experience working with diverse stakeholders or managing stakeholder relations.

  • Creativity and innovation including the ability to come up with unusual or clever ideas about a given topic or situation, or to develop creative ways to present materials.

  • Ability to set and prioritize workload, develop a work plan with tasks, time frames, milestones, resources, and dependencies.

  • Ability to be self-motivated and self-directed, while possessing the ability to work in a team environment.
