Federal Highway Administration Transportation Specialist in Columbus, Ohio
This position is in the Federal-aid Division Office responsible for the administration of the Federal-aid highway program as it relates to project development, construction and contract administration in their assigned State Department of Transportation (DOT) Region(s).

As a* Transportation Specialist,*you will:
- Provide review of projects in accordance with the Division’s risk-based stewardship and oversight plan.
- Consult and/or coordinate with other Division specialists, such as Planners, Environmental Specialists, Financial Managers, Transportation Engineers, and Structures Engineers, as needed, to clarify or resolve issues related to projects.
- Perform construction reviews to observe quality, progress, records, and verification that the project is being constructed according to all approved documents, policies, regulations, and procedures.
- Evaluate and recommend, or approve as delegated, requests for project authorization, concurrence in the award of contracts, participation in change orders and work orders for extra work, contract claims and reimbursement to the State, and acceptance of projects upon correction of deficiencies and completion of projects.
- Provide policy direction and technical guidance to Ohio Department of Transportation on a continuing basis and on a less frequent basis to other agencies and organizations.
- Review the results of Highway Capacity Software and TransModeler output and determine if the results are reliable and make recommendations to improve model calibration or design changes to improve traffic operations.
- Provide technical assistance, promote operational analysis tools and apply concepts in traffic analysis and the Traffic Analysis Toolbox to evaluate transportation alternatives and support Federal requirements, such as Interchange Justification Requests (IJRs) and National Environmental Policy Act (NEPA).
The* ideal candidate* is a mid-career and motivated individual with experience administering Federally funded highway programs or coordinating highway projects as it relates to traffic analysis, construction, contract administration or project management; has advanced experience in application of traffic analysis including highway capacity analysis and microsimulation models including TransModeler, makes recommendations to improve model calibration or design changes to improve traffic operations; and experience conveying ideas and concepts in meetings and discussions, and in writing.

CONDITIONS OF EMPLOYMENT:

To meet the minimum qualifications for this position, you must meet either the education or specialized experience requirements for the grade at which you are requesting consideration.
To qualify for the GS-11 on Experience, you must have at least one year of specialized experience equal or equivalent to the GS-09, it must include:
- Experience related to transportation program management, such as experience in planning, scheduling, monitoring, and coordinating highway or transportation project activities in accordance with regulations, standards, principles and methods.
To qualify for the GS-11*on Education*, you must have:
- Three years of progressively higher level graduate education in a field of study related to the work of this position leading to such a degree orPh.D. or equivalent doctoral degree orLL.M., if related.
- You can also qualify on a combination of higher level graduate education and matching experience. This experience and education must be fully documented in your resume. If using education to qualify, you must provide supporting graduate level transcripts.
To qualify for the GS-12 on Experience, you must have at least one year of specialized experience equal or equivalent to the GS-11, it must include:
- Experience related to transportation program management including planning, scheduling, monitoring, and coordinating highway or transportation project activities in accordance with regulations, standards, principles and methods; AND
- Experience in leading consultation with others, developing viable alternatives and helping to resolve technical transportation issues or conflicts that arise with processes or outcomes.
You cannot substitute education for experience at the GS 12 level.
