Responsibilities

The position is located at Columbia VA Health Care System in Columbia, SC, Pharmacy Service. The primary functions of the Call Center Pharmacy Technician include providing prompt, direct, and comprehensive telephone support to veteran patients with regard to prescription related issues and concerns. Telephone support activities include: inquiries on refill and mailed prescription status; clarification related to medication refill frequencies, refill compliance, and eligibility; processing medication refills; submitting medication renewal request; inquiries on address, telephone number, and allergy information verification; communication and clarification regarding prescription window and mail processing; and communication regarding the processing of medications originally prescribed at another VA facility. Clinical activities include: evaluating refill compliance and notifying the appropriate provider; identifying potential medication problems and assisting with resolution and/or alerting the pharmacist to the possible need of clinical intervention (i.e. Drug-drug interactions). Quality performance improvement activities include: participating in performance improvement activities and monitoring documentation; readily identifying potential opportunities to enhance patient care and/or operational functionality, and sharing recommendations with the lead call center pharmacy technician. Finally, the call center pharmacy technician is responsible for participating in assigned educational programs and activities.

Work Schedule: Monday - Friday, 7:45am-4:15pm. Tour of duty subject to change based on needs of agency. Financial Disclosure Report: Not required

Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 10/11/2019. Basic Requirements: - United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy. - Education or Experience. A high school diploma or equivalent; or at least 3 months experience. - Certification. Certification by the National Pharmacy Technician Certification Board (PTCB) is only for GS-6 and above. - English Language Proficiency. Pharmacy technicians appointed to direct patient care positions must be proficient in spoken and written English.

Preferred Experience: Experience working in a call center and community pharmacy.

Grade Determinations: GS-2 (a) Experience. None beyond the basic requirement. (b) Assignment. Employees at this grade level serve in a pharmacy technician/aide-training level position.

GS-3 Education: Completion of 1 year of post-high school coursework related to medicine (e.g. chemistry, biology, college mathematics, etc.). Or Experience: Successful completion of a 1 year accredited pharmacy technician training program, or 6 months of general experience, that may have included experience in another medical field (licensed practical nurse, laboratory technology, etc.). In addition, the candidate must demonstrate the following KSAs: (b) Demonstrated Knowledge, Skills, and Abilities 1. Ability to maintain appropriate files. 2. Ability to prepare sterile compounds under supervision. 3. Ability to communicate with patients and other health professions. (c) Assignments. Employees at this grade level serve in a pharmacy technician/aide training level position.

GS-4 Education: Successful completion of 2 years above high school with courses related to pharmacy or pharmacy technology, or 1 year of general experience that may have included experience in another medical field (licensed practical nurse, laboratory technology, etc.) Or Experience: Successful completion of a course for medical technicians, hospital corpsmen, medical service specialists, or hospital training obtained in a training program conducted by the Armed Forces or the U.S. Maritime Service under close medical and professional supervision is creditable on a month-for-month basis for general experience. In addition, the candidate must demonstrate the following KSAs: (b) Demonstrated Knowledge, Skills, and Abilities 1. Ability to process and fill prescriptions under supervision. 2. Ability to operate and maintain dispensing equipment. 3. Ability to operate pharmacy information systems. 4. Ability to maintain appropriate files. 5. Ability to prepare sterile compounds under supervision. (c) Assignments. Pharmacy technicians at the GS-4 level perform all duties expected of employees at the GS-3 level; however, they are expected to exercise greater judgment, require less supervision, and to operate in accordance with all established policies, procedures, and techniques.

GS-5 Education: Successful completion of a 4-year course of study above high school leading to a bachelor's degree that included at least 24 semester hours of courses related to pharmacy or pharmacy technology. Or Experience: Successful completion of pertinent specialized training courses in pharmaceutical and pharmacy services while serving in the Armed Forces is creditable on a month-for-month basis up to the 1 year of experience required for the GS-5 level; or at least 1 year of experience at the next lower level that demonstrates the core competencies (KSAs) described at the GS-4 level. In addition, the candidate must demonstrate the following KSAs: (b) Demonstrated Knowledge, Skills, and Abilities 1. Ability to operate and care for automated dispensing devices and equipment. 2. Knowledge of, and ability to perform, aseptic technique. 3. Knowledge of basic inventory procedures. 4. Knowledge of pharmacy information systems. (c) Assignments. This is the full performance level for pharmacy technicians. Employees at this grade level serve as staff pharmacy technicians receiving little guidance from more experienced

The full performance level of this vacancy is GS-05. The actual grade at which an applicant may be selected for this vacancy is in the range of GS-02 to GS-05.

Physical Requirements: Moderate lifting up to 15 pound; moderate carrying under 15 pounds; use of fingers; both hands required; near vision correctable at 13" to 16" to Jaeger 1 to 4: far vision correctable in one eye to 20/20 and to 20/40 in the other; mental and emotional stability; operation of computers; sitting for eight hours; taking phone calls for eight hours; working closely with others; working alone.
