The City of Stockton is seeking to fill an Information Technology Officer - Enterprise Resource Planning (ERP) Director position in the Information Technology Department. The ideal candidate's primary responsibility is to oversee planning, organization, and control of business and technical operations for the City's ERP Project, while ensuring its alignment with City business objectives. This individual's primary goal is to ensure ERP project success, which entails on-time and within-budget evaluation, selection, and delivery of a new ERP system that meets business users' current and emerging needs. The City is looking for a strong leader who can transform business processes and create a culture that embraces industry best practices and innovation through strong collaboration with all internal and external stakeholders.
The Information Technology Officer - ERP Director will plan and coordinate all operational activities of the ERP Core Project Team and key business users from the impacted program areas. The incumbent will work jointly with project sponsors and other key stakeholders to establish and achieve project critical success factors and other functional requirements in support of mission-critical City business operations. The incumbent will work closely with key stakeholders and sponsors to identify, recommend, implement, and support a cost-effective ERP technology solution for the organization, while ensuring successful transition of business processes and procedures.
The Information Technology Officer – ERP Director is a position established for the ERP project and is limited to the duration of the assignment, which is estimated to be four (4) years. During that time frame, however, the successful incumbent is expected to gain invaluable knowledge, experience, and visibility that will likely prove of tremendous benefit for career advancement. The Information Technology Officer – ERP Director position promises to fulfill an exciting and highly visible role in carrying out one of the City's key strategic initiatives.
Incumbents work a City of Stockton 9/80 schedule: 7:30am to 5:30pm Monday through Thursday; 8:00am to 5:00pm Friday, with alternating Fridays off. May be required to work additional hours and/or weekends to provide critical support to key initiatives.
This is an At-Will (Unclassified/Unrepresented) position. Incumbents in this position are excluded from the Civil Service system and unrepresented. Under the direction of the Director of Information Technology/Chief Information Officer, plans, organizes, and oversees the City's Division of Information Technology. Leads and develops technology strategic plans and implementation strategies. Provides assistance to the City Manager, City Council, and Department Directors in integrating and aligning technology with business objectives. Manages and evaluates the Information Division and its operations to ensure effective support for organizational objectives and efficient and effective implementation of the Citywide Technology Strategy Plan.
This at-will single-position class has responsibility for formulating division policy, accomplishing goals and objectives, managing staff, assisting in administering the annual budget, and directing the day-to-day operations of assigned areas. The incumbent is responsible for providing professional expertise and advice in the development and implementation of electronic data processing systems within the City, to the City Manager, City Council, and City departments.
PRINCIPAL DUTIES (Illustrative Only)
Directs computer operations, systems analysis, database administration, customer support, radio, telephone, and network infrastructure.
Develops and implements goals, objectives, policies, procedures and work standards for the division;
Prepares and administers the division's budget.
Plans, organizes, schedules, reviews, and evaluates the activities of IT staff.
Selects assigned staff and provides for their training and professional development; interprets City policies and procedures to subordinates; enhances productivity and administers discipline.
Confers with City management regarding information system services requested and delivered; assists in the development of long- and short-range purchase and allocation plans, including hardware and software upgrades, professional services, and maintenance.
Resolves operational conflict and implements corrective action with staff; monitors the operating condition of the City's computer equipment to assure efficiency.
Works with customer departments to determine how City processes may be improved through the use of automation; recommends processes to be automated; provides a plan for implementing automated solutions.
Coordinates the acquisition and use of hardware, software, and related technical products.
Directs analytical studies; develops and reviews reports of findings, alternatives, and recommendations; prepares a variety of periodic and special reports regarding IT Division activities.
Coordinates preparation of requests for proposals and contracts for computer-related services; orders and approves payment for internal service fund equipment and products.
Serves on various City management committees; represents the City in meetings with representatives of manufacturers, vendors, and professional and business organizations.
Monitors developments and legislation related to information technology matters; evaluates their impact upon City operations and recommends and implements equipment, policy, and procedural improvements.
Participates in the City's interdepartmental technology governance organization and provides planning and coordination support for effective meetings.
Possession of a Bachelor's degree from an accredited college or university with major course work in computer science, business administration, or a closely related field; and five years (within the last eight years) of management, supervisory, or lead experience in information technology systems, strategic/budget planning, or project management. Experience with distributed network design, telecommunications (telephone, radios, VoIP), computer hardware, municipal business application software such as Finance, Budget, Payroll, Permit, Utility, Document Management, Agenda Management, Fleet/Fuel Management, Asset Management and customer service best practices are desirable.
Must possess the physical characteristics to perform the critical and important duties of the job, including sufficient dexterity, stamina, and physical strength to lift and carry up to 50 pounds and to operate related equipment.
Must possess a valid California Class C driver's license to work at remote user sites.
If deemed necessary, must be willing to work additional hours and/or weekends to provide operational support.
May be required to complete a background investigation and a California Department of Justice fingerprint clearance.
