The VP Strategy & Development Partner provides strategic leadership to health plan CEO and multiple layers of national, senior leadership. Drives business opportunities for large, multi-product/population, complex health plans. Develops and executes strategic plans (including procurement and business positioning strategy) for large, multi-product/population, complex business. Directs health plan and national resources to deliver on strategic plan to ensure optimal organizational reputation, differentiated competitive position, and leading position for procurement/re-procurement. Makes strategic decisions on product design, solution alignment, solution and social investments, strategic partnerships.

Primary Responsibilities:

  • Identify and Promote Customer Needs and Requirements

  • Gather, analyze, and translate market dynamics to contribute to key business decisions/plans including business planning, strategic planning, RFP planning/development

  • Maintain robust understanding of state priorities and translate to business risks/opportunities to contribute to strategic/business plan

  • Understand and anticipate competitive dynamics including understanding of traditional and non-traditional competitors, influence strategies, investment commitments/direction, strengths/weaknesses, etc.

  • Assess/maintain thorough understanding of market position including objective evaluation of performance/perceptions of organization by coordinating/compiling multiple internal and external data sources. Ensure ability to identify organizational “holes” or “blind spots”

  • Analyze Opportunities to Drive Effective Business Decisions

  • Ensure consistent and robust understanding of short and long-term opportunities

  • Proactively Identify/create opportunities to shape program design, integration (funding/programmatic), emerging trends, etc. through development/maintenance of thought leadership/influence strategy

  • Develop/maintain/drive comprehensive strategic plan including: approach to ensure optimal market position (relationships, performance, etc.), strategy to address/position for optimal competitive position, strategy to optimally position for system transformation, Influence strategy to shape opportunities, strategy to ensure differentiation for RFP

  • Align Business Development Activities and Resources with Business Strategies

  • Maintain understanding of organizational capabilities to ensure ability to perpetually and strategically innovate to maintain market leading position in contract and in preparation for RFP

  • Create recommendation for investment (operational and social) strategies and support development of budgets, metrics, PR/communication strategy, etc.

  • Drive business development strategy to support all competitive opportunities

  • Identify and drive strategic alignment with partners to ensure competitive position

  • Develop/Manage/Maintain Internal and External Partnerships

  • Assist CEO in development and maintenance of account management approach including development of relationship mapping, assessing current relationships, creation/maintenance of relationship development strategy, identification of key stakeholders and influencers to support short and long-term opportunities

  • Develop strategies to position best of the organization by leveraging relationships/organizational assets including local health plan employees, EA and national experts to ensure position of thought leadership/influence

  • Maintain robust external, strategic relationships to gain ongoing competitive insights, strategic partnerships, references, and influencer position

  • Demonstrate Knowledge of the Healthcare Industry and Regulatory Environment

  • Maintain comprehensive knowledge of state programs including waivers, contracts, etc.

  • Research and provide business analysis of state strategic plans including system transformation, new programs, demonstrations, etc.

  • Proactively evaluate business risks and opportunities based upon state direction and translate to strategic plan and drive appropriate solutioning

  • Leverage national policy resources to assist with development of strategic plan including aligning organizational position, development of advocacy plan, etc.

  • Provide Support to Sales and Other Client-Facing Personnel

  • Drive opportunity development directly while leveraging local and national leadership to create optimal position

  • Influence program design to effectively create optimal position

  • Engage market leaders – including health plan leadership, sister organization leadership, and external affairs teams to establish development approach to ensure optimal position

  • Serve as CEO’s RFP expert – drive RFP strategy, serve as health plan liaison to corporate RFP resources/processes, accountable for ensuring #1 scoring response

  • Serve as interface to all national resources to support RFP development, including solutioning, content development, etc.

Required Qualifications:

  • Bachelors degree or 10+ years of relevant experience

  • 10+ years people management experience

  • 10+ years experience presenting materials to clients internal or external

  • 10+ years experience using influencing, collaboration and listening skills

  • 10+ years experience resolving complex customer issues

  • 10+ years experience in a deadline driven environment

  • 10+ years proficiency in Microsoft office suite including Word, Excel, Outlook and PowerPoint

  • 10+ years experience working in partnership with underwriting and finance

  • 10+ years experience with data analytics

  • 10+ years experience growing professional relationships

  • Willingness to travel as required
