Job Summary

The Facility and Security Manager will be responsible for managing MBI’s security, facility maintenance, and health, safety, and environmental (HSE) programs. As the security leader, this person will direct and supervise measures necessary for implementing and maintaining compliance to all aspects of the National Industrial Security Policy (NISP). As the facility manager this person manages the design, planning, construction and maintenance of equipment, machinery, buildings, and other facilities. As the HSE manager, this person manages the environmental, industrial, health and safety regulation compliance for the facility.

Essential Duties & Responsibilities

Facility Security Officer (FSO) Role:

  • Ensure Compliance with the National Industrial Security Program (NISP).

  • Supervise daily site security activities and enforce government and company security policies.

  • Perform access control responsibilities including managing badges, access cards and visit requests.

  • Develop and maintain a Security education, training, and awareness program and conduct security assessments.

  • Provide initial security indoctrination briefings, debriefings, and annual refresher briefings.

  • Establishes and executes the insider threat program per NISPOM requirements.

  • Oversee document control functions to include in/out processing of classified/sensitive material and prepare transmittal documents.

  • Create and update security plans, procedures, and instructions.

  • Obtain rulings, interpretations, and acceptable deviations for compliance with regulations from government agencies and work closely with DSS representative to obtain guidance.

  • Coordinate Security inspections, tests, and/or reviews to ensure proper protection and/or corrective measures have been taken when an incident or vulnerability has been discovered; coordinate contamination and data spillage reconciliation.

  • Serve as the principle advisor to the Government Security Committee (GSC)

  • Assist the GSC in the development and implementation of the Technology Control Plan (TCP), Electronic Communications Plan (ECP), and Visitation Procedure

  • Perform monthly audit review of SSA communications

  • Oversee NISPOM Chapter 8 requirements as needed.

  • Interfacing with leadership regarding current and pending compliance regulation initiatives and legislation that may affect company business.

Facilities Manager Role:

  • Develop and track short and long term capital forecasts for facilities and equipment and provide monthly reports.

  • Develop and track budgets for all electrical, gas, water, and any other utilities.

  • Analyze existing facilities for proper performance, floor space usage, and provide leadership for modifications as needed.

  • Develop reports as needed for meetings with management on budgets, planning, facilities, equipment and safety.

HSE Manager Role:

  • Ensures the facility is compliant with all applicable HSE regulations (state, federal and local).

  • Acts as site representative to external organizations, such as community organizations, industry groups and regulatory agencies.

  • Provides leadership for developing HSE Goals, Milestones and Targets.

  • Ensures the site emergency response organization is effective and supported by site leadership.

  • Ensures appropriate HSE training is conducted and remains effective.

  • Holds site personnel accountable for completing HSE related action items in a timely manner.

Required Skills

Knowledge, Skills & Abilities

Required: Active Secret Clearance

Education & Experience:

Bachelor’s degree from four year university or equivalent experience

  • Preferred experience with NISPOM and FOCI/SSA companies

  • Previous U.S military or DoD contractor experience

  • Basic understanding of facility management (e.g., managing contracts for maintenance, repairs, lawn services)

Computer Skills:

IBM PC basic knowledge, MS Word, MS Excel, MS Outlook

Physical/Mental Demands & Work Environment:

Position involves sitting, standing and/or walking. Position requires ability to frequently exert up to 10 pounds of force to move objects and occasionally exert up to 20 pounds of force to move objects.

The noise level in the work environment is usually moderate. Ear protection occasionally required.

Work usually performed in air-conditioned office environment.
