Summary:

The People Data Access Controls Manager is a critical part of Facebook’s People Compliance and People Data Privacy teams and is responsible for the leadership and governance framework for how HR data is collected, used, shared, accessed and retained by and for our employees, contingent workers and candidates. Leading efforts related to data and process flow mapping, data retention and security and continuous improvement to data privacy protection capability, you'll influence the data protection architecture of our people data sources/flows across multiple third-party and internally developed data platforms, warehouses and tools while working across Engineering, Business and Analytics teams to improve the governance and security across a diverse HR-related data set that spans multiple systems and processes globally.

Required Skills:

  1. Use your technical domain knowledge to assess the current data sources and flows

  2. Have a particular focus and understanding of data security and privacy implications

  3. Provide detailed, compliant guidance on data architecture, governance and management

  4. Ensure project success, including evaluating technical/functional requirements as well influencing the future roadmap

  5. Take the lead in working with cross-functional teams to design and implement enterprise HR data governance and data quality framework

  6. Engage with data users, system owners and other partners to identify incremental data needs while documenting paths to collect, structure and make this data available and usable

  7. Support the development of metrics and establish processes and supporting infrastructure to monitor and improve data quality and controls

  8. Help curate and maintain data definitions, process documentation, and data governance tools

  9. Identify and recommend appropriate measures and controls to manage and mitigate privacy risks at a level acceptable to the management of the company

  10. Maintain and apply current industry perspective on technology trends and opportunities around data privacy controls

  11. Contribute to responding to regulatory and internal audits and sensitive compliance projects

  12. Provide strategic coaching, leadership, training and expertise to HR Compliance colleagues on relevant global regulatory requirements and related work streams

Minimum Qualifications:

  1. 5+ years experience leading Data Governance and/or Data Privacy related programs for a global organization

  2. 5+ years experience providing security, access control support, and/or strategic planning

  3. 5+ years project management and process improvement experience

  4. Knowledge of the principles, practices, and techniques of security and access control, including related hardware, software, and emerging technologies

  5. Experience in analyzing and improving operational effectiveness as well as defining program objectives and establishing access control standards, policies, and budgets

  6. Experience leading data governance working groups/discussions and engaging individuals at all levels within the organization

  7. Experience partnering, collaborating, and communicating with business stakeholders and engineers

  8. Experience in documentation and researching best practices and alternative approaches

Preferred Qualifications:

  1. Bachelor’s Degree in related field

  2. Experience working with enterprise HR systems such as Workday

  3. Understanding and experience of data architectures and applications

  4. Experience with data flow process mapping

  5. Experience in working through ambiguity and motivating change across various teams
