_Nature of Work:_

The Colorado Office of Employment First (OEF) is part of JFK Partners Colorado’s University Center of Excellence in Developmental Disabilities, Education, Research and Service, Department of Pediatrics, CU School of Medicine Anschutz Medical Campus, Aurora Colorado.

The OEF and this position is funded for three years through a new line item in the Department of Labor and Employment Division of Vocational Rehabilitation for the “Employment First Program.” The request included funding for a new Office of Employment First (OEF), housed in the University Center for Excellence in Developmental Disabilities at the University of Colorado School of Medicine, Department of Pediatrics. The Office will be responsible for a range of coordination and training functions to promote Competitive Integrated Employment for people with significant disabilities. The request incorporates the vocational rehabilitation basic support grant funding split of 78.7 percent federal funds to 21.3 percent non-federal funds. This position as well as all OEF positions will be physically located with the Division of Vocational Rehabilitation/Colorado Department of Labor and Employment at 633 17th St., Denver, CO.

The Analyst/Grant Writer/Evaluator (AGWE) will be responsible to the Director of the OEF. This person will be responsible for design and implementation of all aspects of the OEF metrics and evaluations, to determine the success of both OEF and Employment First in Colorado. This position will also be responsible for working with the state agency partners to identify OEF strategic outcome measures. This position will also be responsible for identifying opportunities for grants, contracts, and other funding sources to ensure the sustainability of continuing the work of the OEF beyond the current three years of funding

/Specific Duties -/

  1. Assist in developing, refining and implementing the OEF evaluation plan.

  2. Work with other team members and stakeholders to identify and finalize a set of metrics that reflect the vision, mission and goals of OEF activities.

  3. Meet with OEF state agency partners to gain an understanding of their data systems related to supports for employment outcomes, including Competitive Integrated Employment (CIE) for persons with significant disabilities. Refine evaluation plan accordingly.

  4. Design tools for collection of stakeholders (all groups) feedback.

  5. Analyze OEF evaluation data.

  6. Report quarterly and annual Supported Employment accomplishments in format specified by OEF Director.

  7. Identify, recommend, and pursue, as appropriate, opportunities to apply for and secure continuing and expanded funding for the OEF.

  8. Participate in OEF and EFAP workgroups and committees as requested by Director of OEF.

  9. Remain up-to-date on state and federal legislation, regulation, policy, and practices regarding opportunities and barriers for CIE for persons with significant disabilities.

_Salary and Benefits:_

The hiring salary for this position is $90,000.

_Minimum Qualifications:_

  3. Documented experience and success with raising funds through competitive grants or contracts.

4.Demonstrated ability in professional writing, such as peer-reviewed publications, curricula, progress reports.

5.Comprehensive knowledge of federal and state laws, regulations, policy and practice regarding rights, services and supports for people with disabilities.

6.Knowledge of national models for Competitive Integrated Employment (CIE) for people with significant disabilities.

_Competencies:_

  1. Knowledge of relevant federal and state laws, regulations, policy, and practices regarding rights and all types of services and supports for individuals with disabilities including WIOA, ADA, SSI, SSDI, IDEA (especially transition), Medicaid, the Olmstead decision and other applicable disability related legislation and policies.

  2. Demonstrated knowledge and experience regarding culturally competent as well as person-centered practices including cultural competence with respect to disabilities.

  3. Demonstrated knowledge of principles of and implementation of Person-Centered Planning.

_Conditions of Employment:_

  • Must successfully pass a 10-panel drug test through Children's Hospital Colorado.

  • Must be willing and able to pass a national criminal and sex-offender background check.
