Bennett Aerospace, Inc. is seeking a highly motivated Program Manager to provide program management support to the Office of Naval Research (ONR) Naval Air Warfare and Weapons Department (Code 35) directly supporting the Department of Navy Foreign Comparative Testing Programs (FCT). The Program Manager will assist in the management and execution of the technology transition and technology transfer programs under his/her direction.
The Program Manager (PM) will manage Bennett Aerospace contract staff to ensure performance is in accordance with customer requirements. The PM is responsible for managing all contractual responsibilities and delivery of all contract deliverables including contract management plan, monthly status reports, any project specific deliverables, and transition in / out plan deliverable, post award conference and periodic progress meeting. The Program Manager will rely on extensive experience and judgment to plan and accomplish goals while performing a variety of tasks. The successful candidate will possess a wide degree of creativity and latitude.
Serves as one of the main points of contact for all Contractor personnel.
Experience in executing and reviewing technical studies, analysis, and design activities.
Provide day-to-day management of the FCT / FE programs for the Department of the Navy (DoN); includes interaction with Office of the Secretary of Defense (OSD) Comparative Technology Office (CTO), DoN stakeholders, manage funded FCT /FE projects, monitor transitioned projects, and take the lead role in the proposal development process.
Interface with DoN Systems Commands (SYSCOMs), Resource Sponsors, other DoN Stakeholders, Pentagon staff offices, domestic companies, foreign governments and industry to analyze, develop, review and consolidate FCT / FE project proposal files for approval by ONR and OSD.
Experience supporting senior leadership on complex tasks in an S&T Department.
Experience working in a diverse team in support of evolving leadership priorities.
Experience with facilitating collaboration on S&T issues between OPNAV, HQMC, Assistant Secretary of the Navy, DASNs, and other government departments, agencies and
Experience in technical program management of programs in excess of $1Mil.
Experience managing a diverse team and supporting evolving leadership priorities.
Conducts regularly scheduled meetings with the Contracting Officer’s Representative (COR) at least once per month or at the discretion of the COR.
Ensures that all work performed meets the PWS requirements within the funding, timing and staffing constraints of the contract.
Works closely with specified personnel to facilitate effective planning and accomplishment of critical objectives in a timely manner.
Responds to inquires within allotted period and is responsible for providing information to the COR when requested.
Ensure adherence to master plans and schedules.
Ensure compliance with ONR standards by attending training sessions pertaining to technical projects.
Determine staff requirements, priorities, manage workloads, and manage the project office calendars.
Ensure projects are completed on time and within budget.
Develop solutions to program problems.
Build and maintain working relationships with team members, vendors, and other departments involved in the projects.
Prepare reports for Sr. Program Manager/Team Lead and managers regarding status of project (CFSR; Quarterly/Monthly reports; Task Schedules, etc.).
Manage some aspects of contract performance to include managing budgets, overseeing invoicing, and implementing contract modifications.
Aid in the negotiation of contracts and contractual changes.
Ensure all deliverables and requirements are met in a timely manner.
Develop new business; and
Performing other duties as assigned from time to time.
Education and Experience:
Bachelor’s degree from an accredited college or university or an Associate’s degree from an accredited college or university and 10 years of relevant experience.
Program Management, Systems Planning, RD&E (SPRDE) – Science and Technology Level I certification or completion of training that would fulfill the requirements for certification.
Shall have 5-10 years demonstrated knowledge and experience in analytical and evaluative techniques to identify, consider, and assess technologies for maturity, cost, and supportability.
10 years of experience in a combination of program management, Technology Evaluation & Exploitation, Fleet or Force Operations, Fleet Experimentation, DoN S&T organizations, and technology transition.
(Mandatory) Secret Clearance (DOD).
Experience working with the Office of Naval Research and the complex administrative and operational requirements associated with appropriately supervising contractor personnel mixed with Government personnel.
Fluency with Microsoft Word, Microsoft PowerPoint and Microsoft Excel and Outlook.
Excellent oral and written communication skills.
- Program Management, Systems Planning, RD&E (SPRDE) – Science and Technology Level II or III certification or completion of training that would fulfill the requirements for certification.
An Active Project Management Professional certification.
(Mandatory) Active Secret Security Clearance
