We have an immediate opening for a Program Control Analyst in our Annapolis Junction, MD office. You may have to commute one day a week to our Annapolis Junction office. Your overall responsibility for the day-to-day program finance functions of a program or set of programs to including budgeting and forecasting, program setup, maintenance, tracking, analysis and reporting of various contract types, size and complexity. This position will work closely with other departments such as program management, contracts, subcontracts, accounts payable, and billing. This position reports to the Division Finance Lead. This position encompasses several duties such as (but not limited to the following):
1) Project Setup/Maintenancea. You will ensure that projects are set up to properly capture costs, recognize revenue, and bill customers. b. It is your responsibility to ensure compliance with all applicable policies and procedures with regard to project setup and update project information periodically as needed.

The specific program is Fixed Price Level of Effort w/Award Fee and Fixed Price that require routine updates with program actuals, ETC adjustments, etc.2) Forecast PreparationYou must build and maintain accurate forecasts for active programs. Primary focus is to ensure Annual Plan and Monthly Forecast submissions are accurately completed by the specified due dates. Review and final submission is completed by the higher level of Finance Management within National Services Finance. You must be able to build forecast from the ground up including application of wrap rates and correct burdens.3) Reportinga. You will perform routine and non-routine project financial reporting including but not limited to Project Profit and Loss Statements, Project Status Reports, Project Management Review (PMR) Reports, 75% Funding Notifications, Estimates to Complete, Estimates at Completion, Forecast and Budget Reports, Invoice Backup Reports, and various other client-specific reports. Must be able to build reports and charts based on verbal guidance for various internal and external requirements.4) Analysisa. You must be able to analyze plans, forecasts, actual costs, variances and communicate trends to the program, line, and financial management. This will include reviewing timecards, travel vouchers, subcontractor invoices, funding statements, etc. to verify all entries are compliant with policies and procedures and building complex spreadsheets and "What If" scenarios, etc.b. You must be able to prepare adjusting journal entries, reconcile various types of accounts and invoices in a timely manner.c. You should be able to review and analyze small price models provided by Pricing Department. Senior Program Control Analysts are responsible for reviewing, analyzing, and advising Project Managers on price models provided by Pricing Department.5) Ad hoc (other duties as assigned) – Must be a quick study and highly adaptable problem solver to assist the Project Manager with the ever changing needs of our clients and act as a backup for other Program Control Analysts on the team. Will support the Project Manager and the Project Management Team.EDUCATION & EXPERIENCE:
o A bachelor’s degree or equivalent and five to eight years of related (technical project support or accounting) experience, and government contracting experience.
o Project control forecasting experience required
o Costpoint experience required
o DCAA, FAR, CAS and GAAP experience
o Working knowledge of T&M, CP and Fixed Price EAC management experience preferred
o Familiarity of government payment systems
