DECISIVE ANALYTICS Corporation Senior Systems Engineer - Fixed Wing / Weapon in Alexandria, Virginia

DECISIVE ANALYTICS Corporation is seeking a Senior Systems Engineer - Fixed Wing / Weapon to join our team supporting our DoD client in Alexandria, Virginia.

  • Responsible for providing technical oversight, assessments, and analysis to the Director, Major Program Support within OASD(R&E)/ODASD(SE) concerning the technical maturity of Aviation MDAP programs.

  • The analysis provided will enable decision making by senior DoD leadership as well as mentor programs on best practices, sound planning, and risk mitigation.

  • This is a senior advisor role for someone with experience in fighter aircraft air-to-air and/or air-to-ground weapon system development, acquisition, and operations.

Duties will include:

  • Providing subject matter expertise technical insight to OSD on fighter aircraft air-to-air and air-to-ground weapon system development, acquisition, and operations.

  • Conducting OSD-level technical reviews and assessments (e.g., Preliminary Design Review (PDR), Critical Design Review (CDR), Program Support Assessment (PSA), etc.) of Department of Defense (DoD) major acquisition programs.

  • Evaluating and making recommendations to the Milestone Defense Authority on the system engineering readiness of MDAPs to enter/exit acquisition life-cycle phases in accordance with statutory (Weapon Systems Acquisition Reform Act (WSARA)), regulatory (e.g DoD Instruction (DODI) 5000.02), and DoD guidance.

  • Presenting to senior acquisition leadership on the status, risks, issues and opportunities for an assigned portfolio of programs.

  • Maintaining objective insight into programs’ system performance, technical metrics, schedule, risks, engineering management, production, software, reliability and interoperability. Maintain quarterly (at minimum) engagement with the program offices and contractor sites for an assigned portfolio of systems.

  • Performing ad hoc analysis and generation of high quality technical reports and presentations for senior DoD leadership to support various public speaking engagements, symposium.

  • Leading “tiger teams” of engineering SMEs and other OSD professionals in the conduct of the above activities to mentor program offices in developing self-governing action plans to achieve program success.

  • Relevant experience with current MDAP air-to-air and air-to-ground weapon system acquisition.

  • Experience working in a Government acquisition program office (ACAT 1D preferred) or on Service/OSD staff overseeing: design reviews, technical performance measures (TPMs), System Engineering Plans, program management, software development, risk, and schedules.

  • Understanding of the technical and programmatic elements of DoD acquisition lifecycle.

  • Expert knowledge of the DoD weapon system acquisition and Systems Engineering processes defined in DoD Instruction (DoDI) 5000.02 and the Defense Acquisition Guidebook (DAG) as evidenced by job experiences related to aviation acquisition.

  • Excellent interpersonal and communication (oral presentation and writing) skills. Must display experience in using critical thinking to prepare written reports and PowerPoint presentations for senior-level officials. Samples will be requested.

  • Proficiency in MS Excel and PowerPoint software applications. Samples will be requested.

  • Desire experience on a flag -officer/SES-level staff in a Service/OSD (acquisition or otherwise)

  • Desire experience making presentations to industry/DoD/public symposium on topics related to acquisition/engineering

  • Minimum of fifteen (15) years of experience in a combination of DoD acquisition, engineering, program management, and operationally relevant positions.

  • Clearance: Must have secret clearance or above, and clearable to TS.

  • Education: Must have a Bachelor’s degree, Masters preferred. Technical degrees preferred.

  • Certifications: Desire DAWIA II or III certification in an acquisition career field and/or INCOSE certification
