Position Details: Budget Analyst

Support Homeland Security with your technical expertise in test engineering. The Semper Valens Solutions (SVS) PD Aerostats group is seeking technical Military trained and experienced professionals for the Aerostats Systems Engineering and Technical Assistance program. This program provides support for the following systems: Persistent Threat Detection Systems (PTDS), Joint Combat Identification Marking Systems (JCIMS), Communications, Computers, Combat Systems, Intelligence, Surveillance, and Reconnaissance (C5ISR), Persistent Ground Surveillance Systems (PGSS), Persistent Surveillance Systems – Tethered (PSS-T), Winch Aerostat Small Platform, and other products/systems as they are transitioned to be managed by PD Aerostats.
Budget Analyst Responsibilities:
Prepare and assist Project Managers in the completion of budget status reports and another forecasting as required.
Prepare and assist Project Managers with the development and completion of annual budgets.
Prepare and distribute reports and statistical data to facilitate planning and maintenance of accurate contract records and files.
Monitor contract fiscal performance of assigned contracts and make recommendations for improvement as necessary.
Review contracts, modifications and other documents to ensure accuracy.
Provide contract management support, interpretation and problem resolution to operating managers and executives.
Shall participate in the preparation and submission of financial information (i.e. budgets, narratives, etc.) for proposals as assigned.
Other ad-hoc Accounting duties as assigned
Budget Analyst Qualifications:
Current Secret clearance.
Minimum of 2 years of experience. A Bachelor’s Degree is preferred, but not required.
Have demonstrated experience in budget planning, execution, and reconciliation positions have completed a course covering fiscal law (comptrollers fiscal law or equivalent https://jagu.army.mil/webapps/portal/execute/tabs/tabaction?tabtabgroupid=22_1)
Have minimum of 24 months experience in budget/financial management; including developing/forecasting annual budgets; tracking/analyzing funds obligations against spend plans and resolving budgetary imbalances; maintaining auditable records and back-up documentation; utilizing the DoD Financial Management Regulation and Defense Finance and Accounting Services (DFAS)-Indianapolis Regulation 37-1; searching and reconciling current and prior year funds budget discrepancies; resolving negative un-liquidated obligation reports, zero obligation, and other billing corrections; utilizing DoD budget systems including Standard Operation and Maintenance Army Research and Development System (SOMARDS) and General Fund Enterprise Business System (GFEBS); and completing Program Objective Memorandums (POM) documents, procurement forms (P-Forms), research, develop, test, and evaluation forms (R-Forms), operations and maintenance forms (O-forms); smart charts, obligation plans, execution reports, and budget requests.
